(iotmcitmcmber Cook introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #05-09-316 <br /> <br />RES()I,UTION REGARDING PARK AND RIDE- RAMSEY TOWN CENTER <br /> <br /> WHEREAS, the City of Ramsey has made a commitment to the long-term management <br />and cnl'orccmcnt to ensure exclusive availability of parking to public transit users during <br />commuting times; and <br /> <br /> WHEREAS, the City of Ramsey has developed a park and ride facility and a transit <br />slation as part of the Ramsey Town Center Development; and <br /> <br /> WHEREAS, the City of Ramsey has entered into a Parking Improvement Use and <br />Maintenance Agreement with the Ramsey Town Center LLC (Developer); and <br /> <br /> WHEREAS, the Parking Improvement Use and Maintenance Agreement states that "the <br />City may designate parking stalls in the parking ramp as "park and ride" stalls for the exclusive <br />usc ~t' public transit patrons during designated days and hours as provided for in the Parking <br />Plan. 'I'l~o City must utilize signage and other parking control mechanisms in an attempt to limit <br />"park and ride" use to the number of parking stalls designated for "park and ride" use in the <br />Parking Plan and must make a good faith effort to enforce restrictions the City adopts to control <br />such usc"; and <br /> <br /> WHEREAS, the City has executed an Agreement accepting the submission of the <br />Parking Plan; and <br /> <br />WHEREAS, the Parking Plan designates the source of park and ride stalls; and <br /> <br /> WHEREAS, the City is adopting specific regulations to control the use of "park and <br />ride" stalls, as required in the adopted Parking Improvement Use and Maintenance Agreement; <br />and <br /> <br /> WiIEREAS, the regulations to control the use of "park and ride" stalls will include <br />signagc o[' stalls for exclusive "park and ride" usage during commuting times, daily monitoring <br />o I' thc designated "park and ride" area by City of Ramsey police and ticketing of violators. <br /> <br />NOW TtiEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA. <br /> <br /> motion For adoption of the foregoing resolution was duly seconded by Councilmember <br />OIs(m, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Councihnember Cook <br />Councilmcmbcr Olson <br />Councihnember Elvig <br /> <br />Resolution #05-09-216 <br />Page 1 of 2 <br /> <br /> <br />
