2 EMERGENCY PLANS AND PROCEDURES <br /> This section contains plans and procedures that can be implemented in the event of a malevolent act or natural hazard <br /> that threatens your utility's ability to deliver safe drinking water. <br /> 2.1 Core Response Procedures <br /> Core procedures are the"building blocks"for incident specific response procedures, as they are typically implemented <br /> across a broad variety of incidents (e.g., hurricane, earthquake, flood). List all your core procedures here. <br /> Access <br /> Item Description <br /> Debris clearing � The City of Ramsey has equipment and trained workers for debris clearing. The <br /> equipment includes loaders, dump trucks, a brush chipper, chainsaws and personal <br /> i protective gear for debris clearing. <br /> Alternate routes The City does not have any critical bridges that would require a long detour if they <br /> I become impassable. <br /> Identification badges City Employees have picture ID badges. <br /> L <br /> Physical Security <br /> Item Description <br /> Access control procedures The Public Works Campus requires a Key Card for access. The well houses and water <br /> towers require physical keys for access. Distribution of Key Cards and physical keys is <br /> M limited to those with a need for access. <br /> Restricted areas List or reference any restricted areas of your facilities here, such as chemical rooms and <br /> electrical closets. Also list who may access those areas. <br /> Cybersecurity <br /> Item Description <br /> Disconnect procedure IT will if possible, disconnect compromised computers from the network to isolate <br /> 1 breached components and prevent further damage, such as the spreading of malware. <br /> Notification In the Event of a Cyber Security attack or breach, notify the IT Manager, IT Staff or Logis <br /> Helpdesk (763.543.2662) if the IT Manager is unreachable. <br /> (Department of Homeland Security National Cybersecurity and Communications <br /> Integration Center(NCCIC�L888-282-0870 or NCCIC@hq.dhs.gov). <br /> Assess procedure Assess any damage to utility systems and equipment, along with disruptions to utility <br /> i operations. IT will use logs to identify damage—consider rebuild or restore for PCs. <br /> Implementation processes IT will work with Utilities and Scada vendor to determine action needed and work to <br /> implement the plan to restore the system to a healthy state. <br /> Implement actions to restore operations of mission critical processes (e.g., switch to <br /> manual operation if necessary)and provide public notification (if required). <br />
