Meeting Date: 12/14/2021 By: Diana Lund,Finance Information Title Adopt Resolution#21-342 Accepting Supplemental American Rescue Plan Act(ARPA)Funds Purpose/Background: The City received$1,466,677 in ARPA funds in July 2021,which represented 50%of the funds that the City was proposed to receive. The remaining 50%is proposed to be received in July 2022. For purposes of funding distributions the City of Ramsey is considered a nonentitlement unit of local government (NEUs)which is the classification of those Minnesota cities that have a population under 50,000.NEU's needed to request ARPA funds by October 11, 2021. After this date, any funds remaining from those NEU's that didn't request the funds would be redistributed proportionally to those NEU's that did request the funds. The City's respective share of this unrequested allocation($12M)totals $96,059 of which the City has received half in November 2021 and will receive the remaining 50% in July 2022. In summary, the total amount of ARPA funds that the city will receive is approximately$3,029,400. The use of these funds must be decided by December 31, 2024 and spent by December 31, 2026. At this date,the City is proposing to use these funds toward the construction of the proposed water treatment plant and police body-worn cameras. It is recommended that the City pass a resolution accepting these unclaimed funds. Resolution#21-184 was adopted on June 22, 2021 accepting the City's original allocation of approximately$2.9 million. Recommendation: Staff recommends acceptance of the supplemental ARPA funds in the amount of$96,059.
