CC Regular Session 5. 23. <br /> Meeting Date: 12/14/2021 <br /> Submitted For: Joe Feriancek, Engineering/Public Works <br /> By: Joe Feriancek, Engineering/Public Works <br /> Information <br /> Title <br /> Adopt Resolution#21-344 Approving Plans and Specifications and Authorizing Advertisements for Bids for Fire <br /> Station No.1 Parking Lot Improvements, Improvement Project#21-10 <br /> Purpose/Background: <br /> Purpose: <br /> The purpose of this case is to adopt Resolution#21-344 approving plans and specifications and authorizing <br /> advertisements for bids for Fire Station No.1 Parking Lot Improvements, Improvement Project#21-10. <br /> Background: <br /> City Improvement Project#21-10 proposes to make improvements to the parking lot at Ramsey Fire Station No.1, <br /> located at 15050 Armstrong Boulevard. <br /> Existing Parking Lot: <br /> The existing parking lot was built in 2001 with concrete curb and gutter adjacent to the entrances off Armstrong <br /> Boulevard and surrounding the building, and no curb on the southern parking lot area. <br /> No storm sewer inlets exist in the concrete curb and gutter sections. Instead, storm water runoff flows to low points <br /> with curb cut openings, and storm water directly runs off the pavement where curb and gutter does not exist. <br /> Drainage issues are apparent near the northern entrance off Armstrong Boulevard. <br /> Four pavement cores were taken in various areas of the parking lot. Three cores had a bituminous pavement <br /> thickness of 2.25", and one had a pavement thickness of 2.75". <br /> Proposed Improvements: <br /> Staff is proposing to mill 1.0"off the top of the existing bituminous pavement, and to overlay the milled areas with <br /> 1.5"of new bituminous pavement. The pavement and concrete curb and gutter in the area of the northern entrance <br /> from Armstrong Boulevard will be removed west of Armstrong Boulevard to approximately 100 linear feet. New <br /> pavement and curb and gutter will be constructed to allow for proper drainage to the existing drainage swale along <br /> Armstrong Boulevard. In addition, damaged sections of concrete curb and gutter throughout the parking lot will be <br /> removed and replaced, and several areas of damaged bituminous pavement will be reconstructed. Pedestrian ramp <br /> improvements are required where the existing bituminous trail crosses the entrances. After paving, the parking lot is <br /> proposed to be striped to generally match the existing pavement marking layout,however, during design Staff found <br /> a third handicap stall is required to meet current Minnesota Accessibility Code. <br /> On July 27, 2021 the Ramsey City Council adopted resolution#21-195, ordering Staff to prepare plans and <br /> specifications for improvement project#21-10, Fire Station No.1 Parking Lot Improvements. Staff has since <br /> prepared plans and specifications in-house as part of their normal duties. <br /> Final plans are not attached to this case to prevent potential bidders from downloading plans attached to the case to <br /> prepare and submit their bids,rather than purchasing the plans through QuestCDN, the electronic bidding software <br /> used by the City of Ramsey. This ensures all bidders are bidding off the same set of plans, and all bidders are <br /> notified of any plan revisions (addenda) issued during the bidding process. Attached is the title sheet showing the <br /> scope of improvements. Final plans are available upon request from the City Engineer. <br />
