Trott Brook Crossing EAW August 2021 <br /> 3. Variolite Street NW and 173rd Avenue NW <br /> 4. Nowthen Boulevard NW and Ramsey Boulevard NW <br /> 5. Nowthen Boulevard NW and 167th Avenue NW <br /> 6. Nowthen Boulevard NW and 173rd Avenue NW <br /> 7. Nowthen Boulevard NW and 175th Avenue NW <br /> Peak hour turning movement counts were conducted at the above intersections on July 28th, 2021 <br /> and indicate the AM peak hour occurs at 7:00 AM—8:00 AM, and the PM peak hour occurs at 4:30 <br /> PM to 5:3 0 PM. <br /> S STS analyzed intersection operations using Synchro/Simtraffic, 11 to Edition for the 2026 Build out <br /> year and for the 2040 Planning Horizon year. There are no improvement projects planned for the <br /> study area roadways and none were assumed for the No-Build or Build conditions. <br /> Effects on Traffic and Roadway <br /> The results of the analysis show that all intersections are expected to operate at acceptable LOS C or <br /> better with manageable vehicle queues for both the No-Build and Build conditions. However,the <br /> eastbound movement at the intersection of Ramsey Boulevard NW and Nowthen Boulevard NW will <br /> experience long delays during the 2040 PM peak time. Preliminary review of Peak Hour signal <br /> warrants and roundabout suggest they may be satisfied in the 2040 timeline. Further,preliminary <br /> safety analysis indicates this intersection has a higher crash rate than similar intersections in <br /> Minnesota. It is suggested this intersection be monitored to determine if safety improvements or <br /> traffic control changes should occur by 2040. Details are included in Appendix G. <br /> c. Identify measures that will be taken to minimize or mitigate project related transportation effects. <br /> As mentioned,the traffic analysis considered full build out by 2026 and evaluated conditions in 2026 <br /> and 2040. It is recommended 1731d Avenue NW include a dedicated right turn lane at its intersection <br /> with Nowthen Boulevard NW, and that the new intersection at 170'Avenue NW and Variolite <br /> Street NW include a northbound right turn lane and a southbound left turn by-pass lane.No other <br /> improvement or mitigation are necessary to provide adequate operations at the study area <br /> intersections. The site access is already provided with a northbound left turn by-pass lane and <br /> southbound right turn lanes from Nowthen Boulevard NW, and similar geometrics (northbound <br /> designated right turn lane and southbound left turn by-pass lane) are planned for the new access <br /> intersection to Variolite Street NW. The transportation system serving the area will have sufficient <br /> capacity to include traffic from the proposed project as well as other anticipated projects. <br /> 19. Cumulative Potential Effects <br /> Preparers can leave this item blank if cumulative potential effects are addressed under the <br /> applicable EA W Items. <br /> a. Describe the geographic scales and timeframes of the project related environmental effects that <br /> could combine with other environmental effects resulting in cumulative potential effects. <br /> 31 <br />
