Further discussion: Mike Berkopec of ACE Sold Waste, Inc. stated ACE Solid Waste has <br />discussed changing the system to a single-sort system. The citizens will love this and it will be a <br />dramatic i~nprovement. Councilmember Olson asked if the new carts for this system will be <br />brought in gradually. Mr. Berkopec responded in the negative and explained this would be a <br />m l lcd in program. An implementation date of April 1 st has been discussed. <br /> <br />Motion carried. Voting Yes: Chairperson Strommen, Councilmembers Elvig and Olson. Voting <br />No: None. <br /> <br />Case #2: Adopt Resolution Approving Proposed 2006 EDA Levy <br /> <br />t"inance Officer Lurid explained the EDA budget has been funded primarily through two sources, <br />which arc the IIRA/EDA Levy and proceeds from the sale of City/EDA owned property. The <br />levy is based on thc City's taxable market value and for payable 2006; the City would be allowed <br />to levy $341,624. The majority of the levy would be used to purchase properties that are <br />targeted tbr development/redevelopment and to fund consulting services such as appraisal <br />services attributed to the desired property. The EDA levy is not limited to housing and/or <br /> <br />redevelopment, but can be spent on such items as vacant <br />economic development related activities. She advised at <br />Wednesday, September 7, 2005, the EDA authorized a levy of <br />limit ycm', by levying through the EDA, the EDA lew will be <br />creating the City's starting levy limit if levy limitations are <br /> <br />land, monument signs and other <br />the EDA's monthly meeting on <br />$341,624. As this being a no-levy <br />added to the General Fund levy in <br />placed on the City in succeeding <br /> <br />years. 'l'he enabling resolution adopted in 1998 requires that all recommendations by the EDA <br />be scm to thc City Council for approval before any action is taken. <br /> <br />(;hairperson Strommen stated there is a lot of good work the EDA can do as long as they have <br />tho capacity to purchase land and redevelop it. The EDA felt they needed to go forward with this <br />lev3, and was pleased that the majority of the levy is budgeted in the land purchase category. <br /> <br />Councihnembcr Elvig commented the other emphasis to this is that the levy is an investment <br />pool For lhings that need to get done for public purpose, but more importantly in the long term to <br />kccp a lid on taxation by getting properties back on the tax roll. In his mind this is an investment <br />t{~ keep taxes down at a future date. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to recommend the City <br />('ouncil adopt the resolution approving the recommendation of the EDA and approve the <br />Proposed I';DA Levy for Payable 2006 in the amount of $341,624. <br /> <br />Motion carried. Voting Yes: Chairperson Strommen, Councilmembers Elvig and Olson. Voting <br />No: None. <br /> <br />Case #3: Adopt Resolution Approving Proposed 2006 HRA Levy <br /> <br />Finance ()l'ficer Lund explained as 2006 will be the first complete year of the City having an <br />I IRA, a l'tmding source needs to be established that would offset the expenditures of staff time, <br />consultants, and the purchase of redevelopment property/properties.
