CC Regular Session 5. 13. <br /> Meeting Date: 03/22/2022 <br /> Submitted For: Joe Feriancek, Engineering/Public Works <br /> By: Joe Feriancek, Engineering/Public Works <br /> Information <br /> Title <br /> Adopt Resolution#22-073 Approving Plans and Specifications and Authorizing Advertisement for Bids for <br /> Sunwood Drive and Waco Street Reconstruction, Improvement Project#22-01 <br /> Purpose/Background: <br /> Purpose: <br /> The purpose of this case is to adopt resolution#22-073 Approving Plans and Specifications and Authorizing <br /> Advertisement for Bids for Sunwood Drive and Waco Street Reconstruction, Improvement Project#22-01. <br /> Background: <br /> City Improvement Project 22-01 proposes to reconstruct Sunwood Drive between Trunk Highway 47 and Waco <br /> Street, and Waco Street between Sunwood Drive and 150th Avenue. The streets total approximately 2,500 lineal <br /> feet(0.48 miles) in length, and are 44 feet wide as measured to the face of curb. <br /> Project History <br /> •2022—2031 Capital Improvement Program—listed as street reconstruction for 2022 <br /> •Resolution#21-194, adopted July 13, 2021; City Council ordered the City Engineer to request proposals for <br /> Topographic Survey, Geotechnical Evaluations and Utility Testing for 2022 Pavement Management Program <br /> prof ects. <br /> •Resolution#21-224, adopted August 10, 2021; City Council awarded a proposal to Hakanson Anderson for <br /> Topographic Survey, and Haugo Geotechnical Services for a geotechnical report of the project area. <br /> •Resolution#21-240, adopted August 24, 2021; City Council awarded a proposal to Hydro-Klean,LLC for <br /> cleaning and televising the sanitary sewer and storm sewer, and Water Conservation Services, Inc. for <br /> watermain leak testing of the project area. <br /> •October 19, 2021; Public Works Committee gave City Staff direction to review the option of reducing the <br /> width of Waco Street within the project area from 46 feet to 34 feet as measured from the back of curb. <br /> •Resolution#21-299, adopted October 26, 2021; City Council ordered the City Engineer to prepare plans and <br /> specifications for the improvement project. <br /> •Resolution#21-345, adopted December 14,2021; City Council approved reconstruction Waco Street to the <br /> existing pavement width as part of the improvement project. Staff review had found the estimated life cycle <br /> cost savings to have a significant shortfall to the initial costs. <br /> •March 15, 2022; Public Works Committee gave recommendation for City Council approving plans and <br /> specifications and authorizing advertisement for bids for Sunwood Drive and Waco Street Reconstruction, <br /> Improvement Project#22-01 <br /> Pavement History <br /> Sunwood Drive and Waco Street were constructed in 1985 and 1992 respectively. Pavement maintenance has <br /> included crack seal/seal coat improvements in 1992 (Sunwood Drive), 2006, 2013. Maintenance crews have <br /> performed patching over the last several years, including extensive spray patching.No pavement overlay <br /> improvements have been performed on these street segments. 2021 PASER values were 3 for Sunwood Drive and <br /> 3 for Waco Street. <br /> Ground Penetrating Radar(GPR)was performed on the street segments. Bituminous pavement thickness was found <br />
