CC Regular Session 7. 7. <br /> Meeting Date: 03/22/2022 <br /> By: Colleen Lasher,Administrative <br /> Services <br /> Information <br /> Title: <br /> Introduce Ordinance#22-17 Amending the City Charter of the City of Ramsey, Minnesota Prohibiting Membership <br /> on the City of Ramsey Charter Commission of City Council Members and Providing for Other Restrictions Thereof <br /> Purpose/Background: <br /> At the Council work session on March 8, 2022, reviewed this ordinance amemndment and it was the concensus to <br /> move it forward to the Council for further consideration. A draft ordinance is attached and includeds the addition of <br /> this language: <br /> No member of the Council may serve as a member of the City of Ramsey Charter Commission while serving on the <br /> Council.No member of the Council may serve as a voting member of any other Commission or Board of the City <br /> of Ramsey while he/she remains in office unless such membership is otherwise required by law. <br /> Based on additional review(see attached Statute and review by the Attorney)the following statatory language <br /> retricts the Council from disqualifying any person from serving on the Charter Commission,unless they are a <br /> member of the governing body, and such prohibition is adopted in the Charter. <br /> Except as otherwise provided in the charter, no person shall be disqualified from sewing on a charter commission <br /> by reason of holding any other elective or appointive office other than judicial. The charter may provide that <br /> members of the governing body of the city cannot serve on the charter commission. <br /> Consequently,the ordinance is presented with only the restriction for the governing body and not other commission <br /> or board members as was previously discussed. <br /> Notification: <br /> NA <br /> Time Frame/Observations/Alternatives: <br /> This ordinance is presented for introduction. As previously discussed by the Council, an amendment of the Charter <br /> is subject to specific statatory provisions outlined in the attached MS 410.12.
