s
I III0
M
MEMORANDUM
TO: LLOYD SCHNELL
FROM: WILLIAM K. GOODRICH
RE: CITY CHARTER COMMISSION
DATE: MAY 2, 1983 15
On April 299 1983, Mr. Greg Corwin contacted me regarding the City Charter
Commission. Mr. Corwin is an attorney representing the Ramsey Resident's
Coalition. Mr. Corwin advised me that a Petition for a City Charter had been
filed with the Chief Judge of Anoka County. The Judge requested that Mr.
Corwin contact me as City Attorney and advise me of the filing and also to find
out if the City Council had any recommendations to make relating to Charter
Commission members.
I did contact Chief Judge Sokolowski on April 29 and he asked if the City
Council has any recommendations to make relating to the Charter Commission
members. He also advised me that the individuals on the attached list have
been recommended by the petitioners as members of the Charter Commission.
For your information, M.S.A. 410.05, Subd. 3, provides as follows:
Commission appointments; nominees. A city council, a charter commission
or the petitioners requesting the appointment of a charter commission may
submit to the court the names of eligible nominees which the district
court may consider in making appointments to the charter commission.
Judge Sokolowski requested that if the Council is to make recommendations of
Charter members, this be accomplished as soon as possible.
Charter Commission members must be qualified voters in the City and "No person
shall be disqualified from serving on a charter commission by reason of his
holding of any other elective or appointive office other than judicials"
(M.S.A. 410,05, Subd. 1).
I suggest that you review the above with the Mayor and consider a special
council meeting this week, week of May 2, 1983, in order that the Council may
timely respond to Judge Sokolowski.
wkg/cmh
