Parks/Utilities Supervisor Boos stated that the beautification of that comer is something that the
Council feels is important.

Chairperson Cook replied that if the Council feels that it is that important then they should be
recommending a source of funding. If the Council can come up with a funding source then the
Commission will move forward with the project.

Commissioner Ostrum expressed disappointment that the philosophy of the project changed.

Parks/Utilities Supervisor Boos noted that the financing recommendation was not a
determination from Council, but came from the discussion that staff had with the Finance
Officer. The plan will have to go back before the Council with a recommendation from the
Commission and inquired if the Commission would agree to a project that the Council shared the
cost on with some funding not typically used for Park Development.

Commissioner Rolfe inquired as to what funds were available in that park district.

Parks/Utilities Supervisor Boos replied that he was not sure.

Commissioner Ostrum stated that if they could figure out funding so that it would not impact any
current projects then he felt it could be something the Commission could consider.

Chairperson Cook stated that if they are going to be asked to take funds from the Lawful
Gambling fund that the they will not be able to fund a project in the future then he would not
support the project.

Commissioner Johns stated that she would like to see the project completed, but for the cost of
the project there are a lot of other things that could be done in the City.

Commissioner Rolfe stated that staff needs to research what funds are available and then
determine if there are any available funding options.

Commissioner LaMere inquired if the Finance Officer's opinion that there were not funds
available for the project was that for this year or for future years.

Parks/Utilities Supervisor Boos replied that he thought it was for this year. He stated that the
Commission could seek financial assistance for a subsequent year.

Commissioner Rolfe stated that something needs to be done with the site and suggested
including the project as part of the Commissions Capital Improvement discussions taking place
over the next couple of months.

Commissioner Johns suggested the option of phasing the project.

Park and Recreation Commission/April 12,2001
Page 5 of 8
