O~mand arriving on it. Such a situation would result in long que'ues ~nd extensive delay~,
or diversion to alternate routes.

Analysis and Mitigation Measures

Each intersection was analyzed by the criteria listed above. The signai timings have been
optimized fbr the sign.Aized iatersections since this would provMe the best operations for
each scenario, including the Existing, The 2005 and 2007 analysis year scenarios utilize
the current roadway layout. This eun'ent layout has five key intersections or' study. The
rcsutts or'the operational analysis for 2005 and 2007 are shown i.n Tables 5 and 6. The
I3aild conditiot~ is the baseline volumes with only the Pulte development traffic. The Furl
/3~li[~[ condition is thc baseline volumes with the Puite Development, Town Center I, trod
the Superstore.

Table 5:2005 Oper:~tionnl Analysis ....
Intersection and Traffic Control Scenario Peak Hour IntersectiOn Maximum Delay-
, Delay~-LOS LOS-v/e~
jArmstrong B I vd & T H 101169 Existing AM '26.8-C 89.1- F-0.95
.5'~g,~alized PM 20.0-C 62.7-E-0,82
[Armstrong Bird & [ndustt~ Ave NW Existing AM N/A 10.9-B-0.18
~ L.D.,'ign~t!ized ~ PM I i .7-B-0.12
~Armstrong Bird & Alpine Drive NW Existing AM N/A [3.0-B-0.14

', ~, tL~'lgtttttL, ed P~I 17,0-C-0, [ 8
/Xlpine I)rivc NW & TH 10/169 ~ Ex/sting AM N/A 19.9-C-0.59
[ Unsi~mdi:ed PM 51.4-F-0.57

Drive NW & Nutria Street NW Existing.

~l)elny in sccomls per vehicle **Maximum delay, LOS.

PM

N/A

9J)-A-0,03
9. t -A-O~04

and v/c ~-atio on any approach and/or movement

Based on thc analysis of existing conditions, thc intersection of Alpine Drive NW and TH
It) operates at with an unacceptable level of delay and level of service on the Alpine
Drive approach. Signalizationwould bring all the movements at the intersection to LOS
D or above, however with the low volume on Alpine Drive, the intersection would likely
not meet signal warrants.

The intersection of TH l 0 and Armstrong Boulevard also experiences poor level of
service on specific movements, The em'rent configuration of traftic lanes southbound
does not provide enough lanes for the high volume oFtuming vehicles. An additional
southbound le£t tta'n lane in addition to the cun'ent thzxu'left lane would provide enough
capacity tbr tlze traffic and bring the LOS for the movement to D or above. All other
intersections analyzed perform well under two-way stop control.

?tdle Home,y Deveiopmem E',4 W
7'~'q[)?c [mpac[ ,5't'ud?
C'iO~ (?/' RamsC]4 .4noka CounO,.
