As the rivet' crossing is added to the network, the traffic
dis'tribution on the roadway network, is changed and some of the intersections that
operated wet1 in 2017 hil in 2030, wi. th no further improvements, ~\dditionat lanes are
added at the intersections along Armstrong Boulevard to assure that the intersection
movements perform at LOS D or better in 2030. The design recommended fi'om the
traffic analysis in 2030 requires a four-lane divided roadway fbr Arrnstrong Boulevard
north of' Industt.w Avenue and a six-lane divided highway south of industry Avenue, This
design will also allow tbr a triple left turn westbound fi'om Industry to Armstrong that is
needed for the traflSc, As an alternative, an interchange design that allows for a free
movement westbound to southbound would eliminate the need for the u'iple left turn.
The addition of an interchange to and fi'om thc east on TI-I 10 at the existing location of
Armstrong Bouf~vard would also eliminate the need ~'or a trip{e left turn at industry and
Armstrong by diverting sorne o t' the traffic to the new interchange instead of traveling
through the intersection.

Even with the.additional lanes on:-Armstrong at the TH 10 single-point interchange~ witl~
the change in traffic patterns, specific traffic movements ,,rill l'~-til. TMs failure is a dh'ecl
result of the river crossing and [ts associated traffic patterns, specifically the east to south
trod north to west movements, 'Fo provide acceptable operations; rite interchange design
will require fl'er movements ibr the northbound left in addition to the right tums. This
design requirement would require a system-to-system interchm~ge '~br those movements.
The left turns southbound and eastbound would also benefit fi'om free. movements.

'['he City will continue to work with the Minnesota Depactment o~?Transportation
(Mn/DOT) and Anoka County to Find mx acceptable solution to accommodate 2030 traffic
volumes and the Mississippi River Crossing.

126

Pulte b[omex Deve]opmenl £,4 kV
Trqffic lmpacz Stu~(~ ',

t;~tge 21 of 24
Prepared by:
