TH I 0 is already congested and it is likely that this major highway wilt become <br />even more congested in the future. By 2007, the intersect[on of TH 10 and <br />Armstrong should be redesigned to handle the additional traffic with a six-lane <br />hi,way and dual left turn lanes eaztbound and triple left turn lanes southbound. <br />[t is proposed that a new interchange will be built at TH 10 with the realignment <br />of Am~strong Boulevard. In 2017, the traffic can be handled with a single-point <br />interchange design. By 2030, there is likely to be a new river crossing that will <br />connect to this interchange. Projections/:bt this crossing indicate that 45% of the <br />traffic now using TH 10 to the east of Armstrong will now use the river crossing <br />to head south and east. With these projections, a single-point interchange will not <br />operate efficiemly at this location, specifica{ly due to the redistribution of trips as <br />a consequence of the river crossing. To assure LOS D o'r better operations, a <br />system-to~system type interchange that aIlows tbr fi'ee movelnents norl;h to west <br />and east to south would be very important.
