July 6, 2005

James Norman, Administrator
C'ity ol' Rmnsey
15153 Nowrhen Boulevard NW
Ram,scy, MN 55303-6140

RE: City of Ramsey Environmental Assessment Worksheet (EAW)'
Pulte Homes Sommerset Station Subdivision
Metropolitan Council District 9 (Natalie Steffen)
Metropolitan Council Review File No. 19493-1

[)ear Mr. Norman:

Than k you fbr submitting the Environmental Assessment Worksheet (EAW) to the Metropolitan Council
tbr review. The EAW evaluates a proposal to develop 190 acres'for residential and commercial uses.

('.ou nci t staff is responsible for reviewing the EAW to determine whether it adequately and accurately
addresses regional concerns. The Council staff finds that the EAW is complete, and an environmental
impact statement (EiS) is not necessary for regional purposes. The Council will take no formal action on
the EA W. However, the Council staff offers the following comments.

Item 6: Project Description

The EAW, in Item 6b, discusses the proposed layout of home, businesses, streets and utilities and shown
in F/gum 2. However, Figure 2 does not include the entire site as shown in the other Figures. The maps
should reflect the same site boundary.

[tent 8: Perntits and Approvals Required

The EAW indicates that a metropolitan urban service area (MUSA) extension and a comprehensive plan
amendment are needed for the proposed development. However, Ramsey's 2001 Comprehensive Plan
identifies land use designations that support the proposed development, and the site is located within the
City's 2{)10 metropolitan urban service area (MUSA) staging boundary. Therefore, a comprehensive plan
amendment is not necessary.

item 27: Compatibility with Plans and Land Use Regulations

As indicated in item 8, the proposed project is consistent with the City's comprehensive plan and futm:e
land use designations. The City's zoning map should be consistent with the comprehensive plan.

you have any questions or need further information, please contact Tod Dupre, principal reviewer, at
651-602-1621.

Sincerely,

Phyllis Hanson, Manager
Planning and Technical Assistance

Natalie Haas Steffen, Metropolitan Council District 9
Cheryl Olsen, Reviews Coordinator

~ ' ! }r.,, ;,';;ic;lt.v ~md ':'t'/zm,~5':'!..(i/u./~DL/'ON-A'IEiVK i[....'al 5'e:tti,:tbx'ifcmp,'~rciJ? hdertwt F'ilc.viOLK54"..R,tm.x't3, 20!15 ~:4 t,]..,. 19493-!

141
