She understands the reluctance to try the first one, but she thinks it should be <br />utilized. <br /> <br />Councilmember Jeffrey indicated the roundabout and the boulevard median would be good <br />features fbr the development as long as they are maintained. <br /> <br />The Council and staff discussed maneuverability for snow plow and emergency vehicles in <br />relation to the cul-de-sac median. <br /> <br />Councihnember Cook stated he would like to have the cul-de-sac median looked at closer. <br /> <br />Councilmember Elvig concurred. <br /> <br />Assistant Public Works Director Olson explained these issues do not need to be determined at <br />the ti~ne of preliminary plat. Staff can work through the design and bring it back at final plat. <br />He indicated there are a couple of other issues to address. Based on past experiences with <br />County officials, accesses onto County roads are eliminated as much as possible. The second <br />connection to Nowthen Boulevard may be an issue and could be turned into a cul-de-sac instead <br />of second access. <br /> <br />Councihnember Olson inquired about the distance between the two accesses onto Nowthen <br />Boulevard. <br /> <br />Assistant Public Works Director Olson replied the distance between the accesses would be <br />approximately 1/8 mile. He indicated the last issue to discuss is the connection to 167th Avenue <br />via Marbl'e Street recommended by staff. He expla, ined generally everyone in this subdivision <br />will be traveling south and east. There currently are a number of accesses, one to 167th Avenue, <br />two to the existing neighborhood on the east, and two proposed on CR 5. The number of <br />households expected to utilize the proposed access to 167th Avenue is approximately 260 <br />vehicles. This would be close to 500 trips per day that would utilize the 167th Avenue access, <br />rather than past existing homeowners going south on 167th Avenue with the future realignment <br />of 167"' Avenue. The Planning Commission recommended against including the access. Staff <br />recommends including an outlot to allow for the access that would be released if the property to <br />the cast develops and provides an alternative connection. <br /> <br />Councihnember Strommen requested clarification that the idea is to preserve the outlot for the <br />possibility of a future connection, and that there would not be a connect/on at the end of the <br />Overtooms' driveway if they do not redevelop their property. <br /> <br />Assistant Public Works Director Olson responded in the affirmative. <br /> <br />Councilmember Elvig expressed concern with wrapping up this entire project, which has so <br />many fitcets to it, into another larger contingency of the east/west lateral, which is a much larger <br />conversation fbr the City overall.
