Motion by Councih-nember Strommen, seconded by Councilmember Elvig, to ratify the <br />recommendation of the Finance Committee for Case No. 3 and to adopt Resolution #05-09-313 <br />approving the recommendation of the HRA and approve the Proposed HRA Levy for Payable <br />2006 in the amount of $271,339. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Elvig, Jeffrey, Olson, <br />and Pearson. Voting No: None. Absent: Councilmember Cook. <br /> <br />4) Adopt Resolution Approving Proposed 2006 Payable Tax Levy <br /> <br />Finance Officer Lund explained the proposed 2006 payable tax levy is a preliminary levy that <br />can be reduced at a later date, but cannot be increased. The City is proposing a total levy in the <br />amount of $7,387,486, which represents a 22% increase over last year's levy. She advised the <br />EDA levy is included in the General Fund levy. This resolution includes setting-a Truth in <br />Taxation hearing date for Monday, December 5th at 6:00 p.m., with a reconvene date of Monday, <br />December 12th at 6:00 p.m. The Finance Committee recommended approval of the proposed <br />2006 Payable Tax Levy. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Pearson, to ratify the <br />recommendation of the Finance Committee for Case No. 4 and tO adopt Resolution #05-09-314 <br />Approving the Proposed Maximum 2005, Payable 2006, Tax Levy. <br /> <br />Further discussion: Councilmember Strommen stated the Finance Committee was in <br />agreement with this case and the next case that the Council needs to take a serious look at the <br />budget and cuts to see if they can bring the budget and the tax levy down. The Committee <br />requested a schedule to be included in the weekly update of when the next budget discussion will <br />take place. Councihnember Elvig stated he wants to emphasize the concern about bringing this <br />budget into a tighter balance. He is concerned with increasing the levy on people the same year <br />they put a new Municipal Center in the ground. This must be kept in mind with this case and the <br />next case. <br /> <br />Motion carried. Voting Yes: MaYOr Gamee, Councilmembers Strommen, Pearson, Elvig, <br />Jeffrey, and Olson.
