CASE # <br /> <br /> PUBLIC HEARING <br />REQUEST FOR COMPREHENSIVE PLAN AMENDMENT; <br />CASE OF LARRY SMITH <br /> By: Sylvia Frolik, Asst. Comm. Dev. Dir./I-IRA Exee. Dir. <br /> <br />Background: <br /> <br />I~arw Smith has applied for a comprehensive plan amendment to change the land use of his <br />property I?om Places to Work to Places to Shop. The amendment to the Comprehensive Plan <br />would allow the applicant to redevelop the property with commercial uses. The property is <br />located in the northeast quadrant of Bunker Lake Blvd. N.W. and Ramsey Blvd. N.W. <br /> <br />The ibllowing items are enclosed for your information: <br /> <br />a) Site Location map <br />b) Sketch Plan <br />c) Proposed Resolution approving the request and authorizing submittal to Metropolitan <br /> Council <br /> <br />Notification: <br /> <br />State law requires that the City notify property owners within 350 feet be notified of the request <br />and public hearing date. Staff attempted to notify property owners within 700 feet of the subject <br />property. <br /> <br />Obse~wations: <br /> <br />The subject property is currently zoned E-1 Employment or Places to Work as shown in the <br />Comprehensive Plan. Historically, the property has been zoned for industrial uses for decades. <br />Mr. Smi. th currently resides on the property and the residential use of the site is considered lawful <br />non-confiorming. The Subject Property is bounded on the north and east by a single parcel that is <br />zoned E-1 Employment. This property was recently approved for development with self-service <br />mini-storage units, which has' not been initiated. The property to the east is zoned R-1 <br />Residential.. The property' on the west side of Ramsey Blvd. is zoned R-2 Medium Density <br />Residential. The property on the south side of Bunker Lake Blvd. is zoned E-2 Employment and <br />is occupied by Connexus. The property and the surrounding parcels are all within the <br />Metropolitan Urban Service Area. <br /> <br />r['lle property owner has stated that Places to Shop is more compatible with the area and would <br />compliment the residential developments as well as Town Center to the south.' The property <br />owner could approach the City during the public process for the current Comprehensive Plan <br />Amendment under way, but has chosen to expedite matters and file the application. <br /> <br />67 <br /> <br /> <br />
