CASE #: ~ <br /> <br />REQUEST FOR PRELIMINARY PLAT AND PRELIMINARY SITE PLAN <br /> REVIEW FOR SUMMERSET MEADOWS <br /> CASE OF PULTE HOMES <br /> By: Patrick Trudgeon, AICP Community Development Director <br /> <br />Itackgronnd: <br /> <br />rl'lnc City is in receipt of a preliminary plat submitted by Puke Homes to develop a residential <br />dcvek)pment named Summerset Meadows. Pulte Homes is proposing to develop a total of 606 <br />housing units on 187 acres. The subject property is located north of Highway #10, west of <br />Armstrong Blvd., and south of Alpine Drive. <br /> <br />Thc following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) Preliminary Plat Submittal (Booklet enclosed with packet) <br />c) Environmental Assessment Worksheet <br />d) l)[anning Commission Meeting Minutes dated March 10, 2005 <br />e) City Council Meeting Minutes dated March 22, 2005 <br /> City Stat}' Review Letter dated September 30, 2005 <br /> <br />Observations: <br /> <br />In March, 2005, the Planning Commission reviewed the sketch plan for this development. The <br />sketch plan showed approximately 785 units. Pulte Homes has removed the 175 apartment units <br />:shown (m the sketch plan at this time. They 'may bring back a future development the will <br />contain apartments in the future, but at this time it is undetermined if and when that would <br />happen. <br /> <br />/\~ part o l' the approval process, an Environmental Assessment Worksheet (EAW) was required. <br />On July 26, 2005, after review of the comments received from the documents and looking at <br />intbr~nation contained within the EAW, the City Council determined that no further' <br />environmental review was necessary. <br /> <br />The preli~ninary plat covers an area of 187 acres. Pulte Homes is proposing to develop 606 <br />housing units on 136 acres of the site. As part of the plat, the developer is creating outlots that <br />may contain commercial development on 38.5 acres. They are also reserving a 300-foot wide <br />corridor needed fbr the future Mississippi River Bridge Crossing. This corridor is nearly 14 acres <br />in size. The residential portion of the development will consist of 154 smaIMot single family <br />homes, 274 village row townhomes, and I78 court home (back-m-back) townhomes. The plat <br />also dedicates 4.26 acres as a public park and creates a 2.23 acre home owners association park <br />that will contain a pool, tennis and basketball courts, and a clubhouse. <br /> <br />'Fhe property currently has several zoning designations, R-l, R-2, R-3, and TC-2. Pulte Homes is <br />proposing to rezone the entire property to Planned Unit Development (PUD). The current zoning <br />district k)cations are shown on Page 5 of 35 of the Engineering Plans. Given the fact that that <br />applicant is planning to reserve some land for possible commercial development, Staff <br />~'ecommends that this land retains its current zoning designation (R-2, R-3, and TC-2).
