It is staff's view that some cash is needed to <br />provide for development of recreational spaces in this area to serve the new area residents. <br /> <br />Commissioner Droegemueller inquired if the park is essentially high ground. <br /> <br />Mr. Boos advised that it is mostly marsh. <br /> <br />Mr. Black responded that there are 4.68 acres in Park gl - 2.69 is upland and 1.99 is wetland - <br />after the wetland delineation. <br /> <br />Discussion ensued relating to corridor widths, how many linear feet of trail are being proposed, <br />and the fact that the number of feet of trail proposed equates to 1.12 acres. It was summarized <br />that the developer would be given credit for an additional 1.12 acres of park dedication for the <br />trail for Park gl, Park #2 he would be given credit for land, less the corridor, and #3 we would <br />not want to give park dedication to a corridor of less than 35', and the remainder would be <br />satisfied with cash. <br /> <br />Mr. Putnam stated that he saw a connection going all the way around the area as more an integral <br />part of the trail system. <br /> <br />Mr. Boos stated that he feels the trail is warranted but if the City gives all credit for land, we will <br />have no cash to work with. He stated he could recommend including $200 per lot assessment to <br />provide money to bring to the area to build things for these people to use - if land were to satisfy <br />all of the minimum park dedication. <br /> <br />A calculation was done for the cash balance and a number orS119,730 was arrived at. <br /> <br />Mr. Black stated that if the City.is not giving him credit for it, he suggested eliminating the trail <br />that provides neighborhood park access to Flintwood Terrace Park. <br /> <br />Commissioner LaMere felt that this is a critical piece of the City's trail system. <br /> <br />Mr. Black pointed out that it is only a portion of this trail piece. <br /> <br />Mr. Black inquired if the Commission wanted to discuss sidewalks. <br /> <br />Chairperson Cook stated that Mr. Black would have to meet whatever the City's ordinance says <br />about sidewalks - the Park and Recreation Commission really has no part of that. <br /> <br />Back to trails, Mr. Black stated that he will be paying $325 a unit for trail credit and he <br />wondered what the City would be giving them for credit in lineal feet. <br /> <br />Mr. Boos suggested $9 per foot. He added that staff is recommending that trails be constructed <br />as a Phase I Improvement with a trail along County Road #5, around the water tower and on <br />Dysprosium, on the south side of the apartments and down Iodine to a segment from an existing <br />trail.
