If the parks are connected by trails, it is probably adequate <br />to serve a thousand more residents that the Ponds would bring. <br /> <br />Mr. Black stated that he, as a developer, recognizes this linear trail system as a real asset. We <br />like that but we are asking for credit for the trail system. He stated he did not know what was <br />done to other developers, but he will not agree with putting a trail along a County Road and a <br />State Aid City Collector Street and not get any credit for it. That is clearly a City facility - it <br />would not be just for this development. He stated he would like to work toward a compromise. <br /> <br />Calculations were discussed for trail way. Figuring the linear foot amount of proposed trail, Mr. <br />Boos stated that the trail credit, not counting the area that's been done, comes up to $23,940 at <br />$9 per foot. Mr. Boos stated he does not want to deviate from the trail plan and he also wanted <br />to be consistent with what has been done with other developers. Adding an additional $9,540 to <br />the amount would give a credit amount of $33,480. <br /> <br />Mr. Black inquired if at the time of final plat, is when he pays park dedication. Upon an <br />affirmative response, he stated that if his development is delayed because of building height, he <br />would plat a portion as an outlot and pay park dedication on that what is done. <br /> <br />Commissioner Ostrum asked if he would be looking at it as a phasing. <br /> <br />Mr. Black stated that he has two fees that he is looking at and the amount per unit is $1,625. <br />That makes a total of $119,730 due. Dividing that amount by 307 units, it equates to $390 per <br />unit. Then, going to the trail side, if he were to get full credit for everything, it would be <br />$99,775, less $33,480, which equals $66,295 divided by 307 units equals $216 per unit and <br />adding that with the park cash it would be approximately $600 per unit. <br /> <br />Mr. Black noted that he is not getting full credit for the land around the parks or the sidewalks. <br /> <br />Mr. Boos responded that Mr. Black is getting very attractive amenities and named the nearby <br />parks and their points of interest/development. <br /> <br />Commissioner LaMere stated he is still disappointed about the "upper leg" of the one trail being <br />removed. He considered it a beneficial piece. <br /> <br />Mr. Black reminded him that there is a sidewalk that is going all the way around that area. <br /> <br />Commissioner Droegemueller stated that the developer is going the extra 700' on the sidewalk <br />and he (Droegemueller) can live with that. <br /> <br />Motion by Commissioner Johns and seconded by Commissioner Ostrum that for park dedication, <br />the Commission recommends that Council accept Park #1 and Park #2 as shown on the plat, <br />eliminating Park #3, for a park land dedication of 6.12 acres and the balance to be satisfied in a <br />cash amount of $119,730 and that all trails and sidewalks shown on page 13 of the 06/20/01 Park <br />& Recreation Commission agenda, except for Park #3, including along Dysprosium, County <br /> <br />Park & Recreation Commission - June 20, 2001 <br /> Page 5 of 8 <br /> <br /> <br />
