APPROVE MINUTES <br /> <br />Motion by Commissioner Johns, seconded by Commissioner Rolfe, to approve the following <br />Park and Recreation Commission meeting minutes as presented: <br /> <br />1) <br />2) <br /> <br />Park and Recreation Commissioner Regular Meeting Minutes dated May 10, 2001. <br />Park and Recreation Commission Regular Meeting Minutes dated August 9, 2001. <br /> <br />Motion carded. Voting Yes: Chairperson Cook, Commissioners Johns, Rolfe, LaMere, Olds, <br />and Ostrum. Voting No: None. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Receive Fund Balances for the Five-Year Park CIP <br /> <br />Parks/Utilities Supervisor Boos presented the fund balances for the Five-Year Park CIP and Park <br />Districts. He noted the Commission has maintained a fairly substantial Park Trust Fund balance <br />to benefit from interest earnings. <br /> <br />Commissioner Rolfe asked if this reflects the Council decision of a few years ago to make fifty <br />percent of the park dedication fund "fair game" for general fund purposes. <br /> <br />Parks/Utilities Supervisor Boos explained that fifty percent of the park dedication proceeds go <br />towards the City-Wide Recreation District but he needs to talk to the Finance Director to learn <br />how that is accounted for. He advised that the total by fund number is accurate and reflects what <br />is available. <br /> <br />Commissioner Olds asked why the Lake Itasca and Oak Park Districts have a negative balance. <br /> <br />Parks/Utilities Supervisor Boos stated he is unable to explain why a negative number is being <br />shown. He offered several examples where funds have been made available from the City-Wide <br />Recreation District for park land purchases and park development. <br /> <br />Commissioner Olds noted several other negative district fund balances. <br /> <br />Parks/Utilities Supervisor Boos stated action is not required on this agenda item. <br /> <br />Case #2: <br /> <br />Prepare Draft, 2002 - 2006 Parks Capital Improvements (for the October <br />2001 Public Hearing) <br /> <br />Parks/Utilities Supervisor Boos stated that at the August meeting, the Commission reviewed the <br />existing FiveYear Capital Improvement Plan (CIP) for potential amendments. The discussion <br />included potentially removing part of the proposed Central Park expansion and in its place, <br />expediting the construction of the proposed trail connecting Central and Elmcrest. Other <br />suggestions for the Five-Year Plan were a skateboard area, possibly in one of Central's hockey <br />rinks.
