Chairperson Cook stated that the east side of the street is where the trail was decided to be added
in the past. It was the easiest side to complete the segment. If the trail is now going to go on the
west side, it will take some consideration.

Commissioner Olds pointed out that as long as there is a sidewalk to the interior of this
development that connects with the existing trail, a connecting trail to T.H. 4/47 may not be
necessary.

Chairperson Cook said that many times the developer is asked to put that in. He suggested the
trail on the north be required to be completed, and then an easement be required.

Parks/Utilities Supervisor Boos agreed with that idea, but added that an obstacle is there is more
recording detail that would need to occur with that. The plat needs to be recorded and the
easement needs to be deeded to the City, which is an expense.

Chairperson Cook said he would like to leave that option open and put this item on the next
agenda for consideration.

Commissioner Olds inquired who would bear the expense for recording the deed.

Parks/Utilities Supervisor Boos responded the developer would.

Commissioner Olds asked if that would come out of the park dedication fee.

Parks/Utilities Supervisor Boos replied he didn't think so. He said he didn't think the expense
was great. He added that the City Attorney would look at it.

Commissioner Rolfe stated it would come from trailway funds and not from park dedication
funds.

Commissioner Johns asked if there were trees.

Parks/Utilities Supervisor Boos answered that there would not be. He suggested that the trail
could be required to be shifted away from Alpine Drive, giving room for boulevard trees to go in
there. He noted that this plan would need to be cognizant of the tall power lines.

Chairperson Cook stated the Commission would ask for a trail easement along T.H. #47,
continuing the trail on 153rd to completion, and the remainder to be satisfied by cash dedication.

Commissioner Rolfe pointed out the developer does have plans for providing recreation inside
the development.

Commissioner Johns asked what park is closest.

Park and Recreation Commission/December 13, 2001
Page 5 of 10
