Cou ncilmcrnber Cook introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #05-09-288 <br /> <br />RESOlJUTION DECLARING COST TO BE ASSESSED AND CALLING FOR A <br />I'UIIIAC ItEARING ON PROPOSED ASSESSMENT FOR PAST-DUE CHARGES ON <br />MIJNICIPAL UTILITY BILLS (WHICH MAY INCLUDE WATER, SEWER, STREET <br />LI(;HTING, RECYCLING, STORM WATER CHARGES AND PENALTIES <br />INCURREI)) AND CURRENT SERVICES RENDERED <br /> <br /> WIIEREAS, the City of Ramsey provides varying services that are billed directly to <br />rcsidcnts through the nmnicipal utility bill and through invoices; and <br /> <br /> WHEREAS, City of Ramsey Ordinance #94-13 allows for the certification of payments <br />the! arc delinquent on or before September 1; and <br /> <br /> WtlEREAS, the City Administrator has calculated the proper amount to be specially <br />asscsscd against every assessable lot, without regard to cash valuation, as provided by law, and <br />has on file in the city offices a copy of such proposed assessment for public inspection. <br /> <br />NOW TIlEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />llAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1 ) 'l'hat thc amount to be assessed against property owners is declared to be $37,185.62. <br /> <br />That thc principal of the assessments shall be for one (1) year, payable with property <br />taxes payable in 2006 and shall bear an administrative charge of $35.00 for each <br />delinquent bill and shall bear interest at the rate of 6.00 percent per annum from the date <br />of thc adoption of the assessment resolution. <br /> <br />~l'hat a public hearing shall be held on Tuesday, September 27, 2005 at 7:00 p.m. at <br />l~amsey Fire Station I, to pass upon such proposed assessment and at such time and place <br />all persons owing delinquent payments will be given an opportunity to be heard with <br />rc~'crcncc to such assessments. <br /> <br />4) <br /> <br />'{'hat the City Administrator is hereby directed to cause notice of the public hearing on the <br />proposed assessment to be published in the official newspaper at least two weeks prior to <br />lhc hearing, and he shall state in the notice the total cost of the delinquent payments. He <br />shall also cause mailed notice to be given to the owner of each parcel described in the <br />asscssmcnt roll not less than two weeks prior to the hearings. <br /> <br />5) <br /> <br />~l'hat the owner of any property so assessed may, within 30 days from the adoption of the <br />assessment, pay the whole assessment without interest charges accrued. Payments <br />received after the 30 days will be refused and the assessment will be certified to the <br />('ounty Auditor for the specified period of one year. <br /> <br /> <br />
