CC Regular Session 5. 15. <br /> Meeting Date: 04/12/2022 <br /> Submitted For: Bruce Westby,Engineering/Public Works <br /> By: Joe Feriancek, Engineering/Public Works <br /> Information <br /> Title <br /> Adopt Resolution#22-089 Accepting Survey Proposals for 161 st Avenue Reconstruction, Improvement Project <br /> #23-01 and Central Park Parking Lot Improvements <br /> Purpose/Background: <br /> Purpose: <br /> The purpose of this case is to adopt Resolution#22-089 accepting survey proposals for 161 st Avenue <br /> Reconstruction, Improvement Project#23-01 and Central Park Parking Lot Improvements <br /> Background: <br /> The current 2022—2031 10-Year Capital Improvement Plan(CIP)proposes the reconstruction of 161 st Avenue <br /> between Armstrong Boulevard and Variolite Street, and the Central Park Main Parking Lot in 2024. Staff proposes <br /> moving both forward to 2023 construction to reduce potential impacts if PACT Charter School moves forward. <br /> Reconstructing either of these planned City improvements would become more difficult and potentially more <br /> expensive if completed after the school is in use, as well as an increase to safety concerns associated with having <br /> students and additional vehicles within an active construction area. <br /> Central Park and 161 st Avenue both have drainage concerns,which will require significant design time. Staff is <br /> proposing to move forward as soon as possible to accommodate the extended design time. Topographic surveys are <br /> essential to locate all existing site features and to create an existing ground surface,used as the base for designing <br /> the project. <br /> Quotes received with the survey proposal are shown below. <br /> TOPOGRAPHIC SURVEYS <br /> Project Bolton & Menk,Inc. Based on the submitted quotes, Staff <br /> recommends accepting the proposal for topographic survey from Bolton&Menk. <br /> Bolton&Menk is required to complete their work by June 3, 2022, which will allow Staff to begin design work for <br /> these proposed improvements, after City Council authorization. <br /> Staff is proposing to present a case to City Council at an upcoming meeting to discuss ordering plans and <br /> specifications for the advance construction of both improvement projects in 2023. At that time Staff will be able to <br /> provide a more thorough project scope and estimated project costs, including proposed funding sources. <br /> Regardless of when these improvement projects are constructed(2023 or 2024),topographic survey information is <br /> needed to properly design both projects. No throw away costs are therefore associated with this request. The survey <br /> data wil be useful whenever the City moves forward with these projects,which Staff purposely proposed for <br /> construction in the same year to make sure the drainage design for both would be properly coordinated. <br />
