Public Works Committee 5.2. <br />Meeting Date: 04/19/2022 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Title: <br />Receive Updates on Temporary Signal System on Highway 47 at McKinley Street <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to provide the Committee with updates on a temporary signal system under construction <br />at the intersection of Highway 47 and McKinley Street in the City of Anoka. <br />Background: <br />In April of 2022, construction started on a temporary signal system at the intersection of McKinley Street and <br />Highway 47. City Staff was not aware that this signal system was proposed for construction and contacted Staff at <br />the City of Anoka for an update on what was driving the installation of this signal system, and what analysis, if any, <br />had been done to ensure there would not be negative impacts to drivers in the City of Ramsey. Staff was directed to <br />the City of Anoka's website where a webpage for their Highway 47 Corridor Plan resides. <br />The Highway 47 Corridor Plan studied Highway 47 from the Anoka County fairgrounds to south of Bunker Lake <br />Boulevard. The project webpage includes links to documents presented at the February 20, 2020 neighborhood <br />meeting, the Highway 47 Corridor Plan, and a conceptual design video, which does not show a signal system at <br />McKinley Street. The webpage link is https://clients.bolton-menk.com/anokahwy47/. <br />In early 2021, legislation was introduced through Senate File 2072 and House File 2198 stating "If left turn lanes <br />are constructed on marked Trunk Highway 47 at the intersection with? McKinley Street in Anoka, the <br />commissioner of transportation must install a traffic -control? signal at the intersection." Attached are copies of the <br />house and senate files for reference. As part of the Anoka Solution Highway 10 project, striping revisions are <br />proposed for the intersection of Highway 47 and McKinley Street to add left turn lanes at this intersection, which is <br />resulting in the installation of the temporary signal system. This temporary signal system is proposed to become <br />operational in less than a month. <br />MnDOT will present an update on the Highway 10 construction projects, including off -system improvements <br />including the temporary signal system at McKinley Street and Highway 47, to the Anoka County Transportation <br />Committee at 8:30 AM on Monday, April 18th. The City Engineer plans to attend this meeting and will provide an <br />update to the Public Works Committee on Tuesday including a summary of discussions from the meeting, as well <br />as highlights of any findings or conclusions noted within the Highway 47 Corridor Plan. <br />Timeframe: <br />Staff estimates 15 minutes will be needed to present this case and respond to questions. <br />Observations/Alternatives: <br />This is one of several improvements being constructed off of Highway 10 within the City of Anoka. For instance, a <br />temporary signal system is also being installed on 4h Avenue at Pleasant Street in the City of Anoka. Off -system <br />improvements such as these are generally identified when traffic control is being designed, or after a contract is <br />awarded and the contractor identifies such needs. Similar improvements may need to be constructed as part of the <br />Ramsey Gateway Highway 10 Improvements project. <br />Funding Source: <br />
