<br /> <br />Councilmember Woestehoff asked if the City would end up taking ownership of it anyway. <br /> <br />Deputy City Administrator/Community Dev. Director Hagen replied there is a very likely <br />opportunity of that. <br /> <br />Motion by Councilmember Riley, seconded by Councilmember Howell to adopt Resolution #22- <br />017 Approving Riverstone Outlot Ownership. <br /> <br />Motion carried. Voting Yes: Mayor Kuzma, Councilmembers Riley, Howell, Heineman, <br />Musgrove, Specht, and Woestehoff. Voting No: None. <br />7.05: Consider Request to Amend a Home Occupation Permit for Peace Keepers, Inc. at <br />th <br />6025 177 Ln NW; Case of Derek Trout <br /> <br />Deputy City Administrator/Community Dev. Director Hagen reviewed the staff report and <br />recommendation to amend the level one to allow in person sales of firearms, ammunition and <br />accessories and hosting permit to carry classes out of an accessory structure. He noted the <br />applicant has been in contact with the building permit department and working to finalize a <br />building permit. He stated the request was triggered by a complaint that came to the City. He <br />stated the Planning Commission is recommending denial of this request. He stated the Planning <br />Commission has two suggested conditions if the Council wanted to approve it and the Staff has <br />additional conditions as well. He stated the applicant, Derek Trout, is in the audience to answer <br />questions. <br /> <br />Mayor Kuzma stated public comment would be limited to three minutes each. <br /> <br />Councilmember Heineman asked Mr. Trout about the permit to carry class and asked where the <br />qualification test would take place. <br /> <br />Derek Trout, applicant, replied the qualification test has always been conducted at Total Defense <br />in Ramsey or at another established firearms range. There is no handling of firearms, it is only <br />classroom presentation conducted onsite. He stated there are fake weapon trainers for display and <br />training purpose. <br /> <br />Councilmember Howell asked Mr. Trout about his background and certifications that he holds and <br />reassurances he could offer the Council for reassurance. <br /> <br />Mr. Trout replied he has a certification through the Bureau of Criminal Apprehension (BCA) of <br />Minnesota to conduct firearms training and permit to carry. He stated he has held hunter safety <br />certifications in the past to conduct those trainings as well although he doesn’t currently hold that <br />certification and doesn’t plan to teach that class. He also has range officer’s certification through <br />the United States Army. He stated he has been a machine gun trainer, M4 trainer, M9 trainer, M17 <br />trainer, 240, 249, and a variety of different weapons trainer in the past. He stated his current <br />position with the military is as an ammunition handler and he has studied ammunition for the past <br />City Council /March 8, 2022 <br />Page 16 of 38 <br /> <br />
