She stated the issue isn’t about traffic but a commercial business in a residential area. She stated there are five disabled children in the neighborhood, two of whom are deaf, and the road is a loop. She offered to get information about the number of cars, which is a lot. She stated the original permit was not announced to neighbors. She stated the sales are firearms, not Tupperware. She stated many of the neighbors couldn’t stay tonight but many told her they didn’t buy in this area to have a commercial gun shop in their backyard, that it is a residential neighborhood. She stated there were signs for the business which Mr. Trout has since removed after complaints but it is advertised as a business on Facebook which show ammunition and bazookas. She challenged Mr. Trout’s assertion that he sells mainly to friends and family. She emphasized Mr. Trout’s failures on the original permit. th Michael Mass, 5936 177 Lane NW, stated he is the first house coming into the loop so he sees all the neighbors. He stated he moved there to be in a residential neighborhood not to be near a gun shop. He stated he is a gun owner but bought them at a commercial business and he doesn’t agree with this in a residential area. th Arnie Knox, 6000 177 Lane, stated he is right next to Mr. Trout and the one who asked City Staff why there is a gun dealer next door. He stated the fact that Mr. Trout got a permit to sell guns online should be a red flag, and then the fact that he didn’t follow the level permit. He stated it could effect resale in the neighborhood to have a gun dealer in it. He stated the permit was issued but not regulated or followed-up on instead of waiting for a complaint. He suggested there be a policy to check up on him because it is guns. He felt this was kept a secret and blamed the City for not doing their job. Brian Heigl, 17826 Potassium Street, stated there are two issues with his neighborhood. One is that there is only one entrance and exit in the neighborhood. He stated there are so many accidents in that area that any increase to the traffic in and out of there is an issue. He stated in the last couple years, there has been an increase in thefts from gun dealers, most of whom are in well-lit business areas where there is less of a chance for thefts. With the suggestion of it being put into a pole barn at the bottom of a hill tucked in at the side of the yard. He thought it could be a target if someone sees it on the website and takes the opportunity. He suggested Mr. Trout be allowed to go back to the original stipulations of the permit and sell out of his home which would have greater security and allow the pole barn to be used for classes, which was his original intent. Female resident (name and address not stated) thanked the Council for their time. She stated there have been a lot of documentation including emails and phone calls. She asked for the level two Home Occupation Permit (HOP) not be approved and for immediate revocation of the level one HOP. She stated owning a firearms business in a very small neighborhood has a big impact on the families who live there. She stated she has two severely disabled children who may never understand the risks and they live next door to Mr. Trout and this has changed how their live.
