Motion by Councilmember Specht, seconded by Councilmember Heineman, to introduce Ordinance #22-16 Establishing Boundary Lines for the City of Ramsey Ward System adding Version Three Map to the Ordinance in the Applicable Places. Motion carried. Voting Yes: Mayor Kuzma, Councilmembers Specht, Heineman, Howell, Musgrove, Riley, and Woestehoff. Voting No: None. City Engineer IV Linton commented that the revised ordinance and the resolution will be on the agenda for the next Council meeting. 7.07: Approve the Replacement of the River’s Bend Park Monument Public Works Superintendent Riemer reviewed the staff report and recommendation of replacement of the River’s Bend Park Monument. He asked about the contrast that was shown in the original packet and had asked the design team to come up with a couple more to see if it would be more to the Council’s liking. Councilmember Specht if the blue suggested would be the standard Ramsey blue. Public Works Superintendent Riemer replied the Staff thought maybe the browns would work better for the park system as more of a natural color. Councilmember Musgrove stated she had this pulled from the consent agenda because she wanted to have more options with the park sign. She liked the contrast better with the lighter color in the background and that the lettering would look better in a darker color. She stated she would be okay with either the brown on the lighter contrast or the darker black letters as seen on Public Works because it is easier to read versus it all being the same. Motion by Councilmember Musgrove, seconded by Councilmember Woestehoff, to approve the Signation Sign Group Inc.’s quote in the amount of $16,580. Further Discussion: Public Works Superintendent Riemer stated the lettering is made out of a special kind of metal that to get the dark brown color they let it rust out, so they would get the black lettering but they wouldn’t be able to use what was listed in the case. Councilmember Musgrove replied she was okay with the brown as it is in the case. She stated she liked the lighter color background color. Motion carried. Voting Yes: Mayor Kuzma, Councilmembers Musgrove, Woestehoff, Heineman, Howell, Riley, and Specht. Voting No: None. 7.08: Investigation of City Affairs City Administrator Ulrich stated this case is a follow-up to the lengthy discussion of the filling of the Charter Commission vacant seats. There were some inferred improprieties and there were subsequent follow-up by Councilmembers asking additional questions. He stated that the Council as a body is the one in charge of investigations and he wanted to verify with Council that work City Council /March 8, 2022 Page 28 of 38
