<br />City Administrator Ulrich stated part of the Work Session case will be to bring back the formal <br />policy written as the Council described it. He stated in discussions they talked about what the <br />current process was regarding incumbents which was the way they presented the policy and he <br />thought they did a good job of conveying that but understood the base document wasn’t there. <br /> <br />Councilmember Musgrove stated she thought what they got was, as City Administrator Ulrich <br />stated, years of how things were done but clearly the incumbent policy was separate from the new <br />process and it is to be done prior to any advertisements so there is a two-step process which wasn’t <br />being done. She thought the process they were given as handed down from the prior City Clerk <br />was not following the two-step policy. She didn’t feel they had good policy direction and their <br />decision making process wasn’t on a good foundation. <br /> <br />Mayor Kuzma stated they will work through a plan at a Work Session and define the policy. He <br />stated they all understood it needed to be dealt with. <br /> <br />Councilmember Howell stated Councilmember Musgrove’s point is important and it is easy for <br />Staff to attach policies. <br /> <br />Administrative Services Director Lasher commented for this coming interview session next <br />Tuesday, any changes that may or may not actually be incorporated in the new policy are not going <br />to effect this week’s coming interviews because the incumbents have all been recommended by <br />the Chair and all happen to be on their number two or four term. These incumbents will fall under <br />the old policy anyway. <br /> <br />Councilmember Musgrove commented the policy that was just passed hasn’t been followed <br />because they have never met to discuss each incumbent and decide whether to approve it or not, <br />which is an example of how they are not being supported as a Council. <br /> <br />The consensus of the Council was to review this item during a Work Session to define the policy. <br />8. MAYOR, COUNCIL AND STAFF INPUT <br /> <br />City Administrator Ulrich announced MnDOT is having an Open House on Wednesday, March 8, <br />2022 at Greenhaven in Anoka 5:30-7:30 p.m. regarding construction on Highway 10, the Rum <br />River Bridge construction, and the Thrunston/Fairoaks interchange. Annual Business Expo <br />applications are being accepted with a $50 cost. The Public Works meeting is next Tuesday and <br />the next regular City Council meeting is Tuesday, March 22, 2022. <br /> <br />Councilmember Specht stated if anyone wants to give input on the new park equipment coming <br />into Rabbit and Peltzer Park come to the Parks meeting this Thursday at 6:30 p.m.. <br />9.
