Councilmember Riley introduced the following resolution and moved for its adoption: <br /> RESOLUTION #22-071 <br /> RESOLUTION APPPROVING REVISED ASSESSMENT AGREEMENTS FOR <br /> IMPROVEMENT PROJECT #20-05, RIVERDALE DRIVE EXTENSION, LLAMA <br /> STREET TO BOWERS DRIVE <br /> WHEREAS, existing Riverdale Drive between Sunfish Lake Boulevard and Armstrong <br /> Boulevard functions as the south frontage road to U.S. Highway 10/169; and <br /> WHEREAS, the City of Ramsey proposes to extend Riverdale Drive, as well as trunk <br /> sanitary sewer and watermain since this area is zoned as MUSA, between Llama Street and <br /> Bowers Drive to extend the south frontage road system south of U.S. Highway 10/169 to Bowers <br /> Drive; and <br /> WHEREAS, this improvement project is consistent with the goals and objectives of the <br /> Highway 10 Access Planning Study completed in 2014 in partnership between the Minnesota <br /> Department of Transportation (MnDOT) and the Anoka County Highway Department, and <br /> broadly supported by partnering agencies including the City of Anoka, City of Ramsey, Anoka <br /> County, MnDOT, and the Metropolitan Council; and <br /> WHEREAS, extending Riverdale Drive and municipal trunk utilities between Llama <br /> Street and Bowers Drive will benefit abutting undeveloped properties by providing access and <br /> utilities to serve these properties upon development; and <br /> WHEREAS, pursuant to Ramsey City Council Resolution 421-185 adopted October 26, <br /> 2021, the City Council approved the cost share framework assigning costs for the Riverdale <br /> Drive extension to benefiting properties, including the properties owned by various members of <br /> the Pearson family comprising three distinct ownership entities; and <br /> WHEREAS, pursuant to Ramsey City Council Resolution 422-056 adopted February 22, <br /> 2022, the City Council approved three draft Assessment Agreements, one for each Pearson <br /> family ownership entity, related to Improvement Project 420-05, Riverdale Drive Extension, <br /> Llama Street to Bowers Drive, contingent upon receiving City Attorney approval as to legal <br /> form; and <br /> WHEREAS, the three Assessment Agreements have been reviewed and approved as to <br /> form by the City Attorney, and the assessment amounts have been revised based on Pearson <br /> family input, after which the Pearson family entities and their attorneys reviewed and approved <br /> the final Assessment Agreements before signing them on March 16, 2022. <br />
