(6) The general location of area identification signs for commercial and employment districts must be <br />approved by the planning commission as part of a master sign plan approved as part of site plan <br />approval. <br />(Ord. Required; exemptions. <br />(a) All permanent signs shall obtain a permit prior to installation. This permit is reviewed by the zoning <br />administrator and the building official, or their assigns, for conformance with the regulations described <br />herein. Temporary signs shall obtain a permit in accordance with section 117-465. <br />(b) Exemptions. The exemptions permitted by this section shall apply only to the requirement of a permit and <br />fee and shall not be construed as relieving the installer of the sign, or the owner of the property upon which <br />the sign is located, from conforming with the other provisions of this division. <br />(1) A window sign not exceeding 30 percent of the window area. <br />(2) Holiday decorations temporarily displayed on traditionally accepted civic, patriotic, or religious <br />holidays. <br />(3) On -premises address or nameplate identification signs having a sign area of four square feet or less. <br />(4) Memorial plaques or tablets, grave markers, statutory, or other remembrances of persons or events <br />that are noncommercial in nature. <br />(5) <br />Interior signs which are fully located within the interior of any building or stadium, or within an <br />enclosed lobby or court of any building, or in the lobby or entrance of any theater which are intended <br />solely for information relating to the interior operation of the building in which they are located. <br />(6) Pennants. <br />(7) Noncommercial speech signs, as exempted in the Minnesota Statutes. <br />(Code 1978, §§ 9.12.14, 9.12.16; Ord.
