CC Regular Session 7. 2. <br /> Meeting Date: 04/26/2022 <br /> By: Brian Hagen, Community Development <br /> Information <br /> Title: <br /> Adopt Resolution#22-102 Approving Preliminary Plat for Rivenwick Village 4th Addition(Project No. 22-109); <br /> Case of LGI Homes <br /> Purpose/Background: <br /> The purpose of this case is to consider a request from LGI Homes - Minnesota, LLC (the "Applicant") for a <br /> Preliminary Plat application for Rivenwick Village 4th Addition. The Subj ect Property is located south of Hwy 10, <br /> north of Riverdale Dr NW and west of Jasper St NW and is approximately 7.2 acres. The Subject Property is zoned <br /> MU-PUD: Mixed-Use PUD. <br /> On November 24, 2020 the City Council, as recommended by the Planning Commission, confirmed direction for <br /> future development of this site. The current proposal is within the direction as provided by Resolution#20-266, <br /> attached. The current proposal would split the existing parcel, and the request is to plat the residential portion of the <br /> remaining vacant land. The commercial portion would be platted into an outlot for future development. <br /> Notification: <br /> The City attempted to notify Property Owners, as reflected in the Anoka County Property Records,within 700 feet <br /> of the Subject Property of the request. <br /> The Public Hearing Notice was also properly posted in the Anoka County Union Herald, the City's Official <br /> Newspaper. <br /> Time Frame/Observations/Alternatives: <br /> Staff completed a first review of the request and found the proposal generally conforms to regulations. The <br /> Environmental Policy Board reviewed the plans at their March 21, 2022 meeting and recommended approval of the <br /> Landscape Plan, contingent upon compliance with Staff comments. The Planning Commission held a Public <br /> Hearing at their March 24, 2022 regular meeting, where no comments were received from the public. Planning <br /> Commission expressed concern about the number of staff review comments,but staff indicated the comments were <br /> minor enough in nature that no major revisions were required that would change the layout of the project. The <br /> applicant has since revised the plans to address a number of staff comments. A review of the revised plans has <br /> occurred by a majority of staff, and the developer has addressed a number of the original review comments. <br /> The project plans and staff comments are attached to the case for review. Due to current staffing levels in <br /> Community Development, the City has hired WSB &Associates to complete the majority of the planning review. <br /> Ramsey staff assisted WSB with the review where needed. <br /> This project is being reviewed against the R-3 Residential District standards. <br /> Funding Source: <br /> The Applicant is responsible for all costs associated with project review. <br /> Recommendation: <br /> The Planning Commission has recommended approval of the Preliminary Plat. <br />
