Councilmember Strommen introduced the following resolution and moved for its adoption: RESOLUTION #07-03-077 A RESOLUTION AUTHORIZING THE EXECUTION OF A JOINT AGREEMENT WITH ANOICA. COUNTY FOR CONTINUED PARTICIPATION IN THE COMMUNITY DEVELOPMENT BLOCK GRANT AND BIOME PROGRAMS, WHEREAS, under the Housing and Community Development Act of 1974 and the Cranston-Gonzales National Affordable Housing Act of 199'0, every three (3) years Anoka IF County must complete an Urban Requalification process in order to continue receiving and administering Housing and Urban Development(HUD) funds for the Community Development Block Grant and HOME programs; and WHEREAS, as part of the requalification process the County is required to notify participating communities of their option to be excluded from the Anoka County "Urban County" qualification of the funding years 1008-2010; and WHEREAS, the County's population, among other factors, is determinant of the eligibility of the County and the amount of resources which may be made available to the County; and s WHEREAS, Ramsey has chosen to remain a participating community in the past and has received benefit from the CDBG program; and WHEREAS, it is herein determined that it is in Ramsey's best interest to have its population counted together with other municipalities of Anoka County, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1. City Staff shall notify the local HUD Representative of Ramsey's intent to remain a participating community in the Anoka County "Urban County" qualification for the funding years 2008-2010. 2. City Staff shall notify Anoka County of the intent to remain a participating community for the funding years 2008-2010. 3. The Mayor and Interim City Administrator are herein authorized to execute the Cooperative Agreement between Anoka County and the City.
