Olson, Assistant Public Works Director
Background:

[mprovement Project #02-34 consists of the construction of a 180,000 s.f. facility that will
provide 590 pa?king stalls in a four story parking ramp. The Feasibility Study for this project was
presented to the City and a public hearing was held at the February 22, 2005, City Council
meeting. The final site plan was approved on May 10, 2005. Authorization to advertise for bids
was ordered on May 24, 2005, and the Contract was awarded to Adolfson & Peterson
Consm~ction on July 12, 2005.

One ¢~[ the three bid alternates that were included in the bids received was' to install a cultured
stof:e which is fabricated to look like real stone. There was significant disparity on ~his add
alternate between the bidders ranging from $0 - $.i40,000 with Adolfson PetersOn providing the
$ [40,000 amount. During the discussion of these bid alternates, at the July 12, 2005 City Council
m~:ering, it was decided to reject all three bid alternates and Staff was directed to ask the
Contractor tbr a proposal to add real stone to the exterior of the parking facility.

On September 29, 2005, the Facility Committee met and discussed the proposal that was
submitted from Ado[fson & Peterson Construction for $114,000 to add real kasota stone to the
exterior columns under the awnings. There was significant discussion regarding the financial
impact to add the approximately 2200 square feet of stone that is summarized by the attached
letter from LSA Design. The Facilities was not able to make a recommendation at this time due
to the financial concerns outlined in this letter.

LSA Design will be present to discuss the proposal in more detail and answer any questions that
the City Council may have.

Reco m mendation:

As mentioned, no formal recommendation was offered by the Facilities Committee.

Council Action:

Based upon discussion

Reviewed by:

CC: 07/12/05

-187-
