CASE #1

CONSIDER REQUEST TO EST.,~BLISH A BICYCLE/PEDESTRIAJN LA,YE ON
WACO STREET
By: Steven Jankowski, City Engineer

Background:

Attached is an email from Ten5 Cleveland requesting that the City consider the
establishment of a marked pedestnan/bicycle trail along one side of Waco Street south of'
5anwood Drive. (PresumabIy it could end at Rivers Bend Park.) The City is currentiy in
the process of deveIoping a comprehensive mail plan, and that draft plan generally
discourages on-road trails in favor of safer off-road trail 'facilities. However, the plan also
acknowledges the need for se:m-nents of on-road U:ails to connect critical links of the trail.
zystem in older developments where there is insufficient area to accommodate an off road
,:(a_iL Waco Street represents one' such link which Could. be deemed to have insufficient
right of w_ay to accommodate an off road trail.

There are a number of significant issues and design standards that need to be addressed
should the City decide to Lmplement this request..These include the following:

· Should or does parking need to be prohibited along such trails?
· Should the center line of the road be moved over to create this lane?
· if the centerline id moved to accommodate the bicycle lane there wi'Il be less
space for pedestrians walking on the opposite side of the street. This may force
pedestrians and cyclists to share the same designated space which can create
conflicts.
· The bicycle lane will create a situation where bicyclist will be tiding opposing on
coming traffic a portion of the t/me which is contrary to traffic law.

Reco mmen dations:

Secause of the concerns and issues outlined above staff recommends ~at such marked on
road trails need to be reserved for interim use on high volume roadways as a temporary
measure until off road trails can b~ constructed. -.

:4~ction:

.Motion to recommend to City Council deny the request for the creation of a marked
bicycle/pedestrian tune along Waco Street.

Reviewed By:
Director of Public WorksfF[re Chief
.~\ssistanr Public Works Director/Principal Engineer
?o[ice Chief
%Lreet Main[enance S._u. pervisor
? xrks/TYtilities S upervisor
Civil Engineer ri
PW: 09/20/05

-227-'.
