Motion carded. Voting Yes: Chairperson Nixt, Commissioners Van Scoy, Brauerl Shepherd,
and Watson. Voting No: None. Absent: Commissioners Johnson and Levine.

Case #6

Consider Ordinance to Amend Sections 9.11 (Performance Standards) and
9.20.11 (R-1 Residential District) of City Code; Case of City of Ramsey

Presentation

Assistant Community Development Director Frolik advised that earlier this year, the City
received a building permit application for an exterior solid fuel fired heating device. She stated
that dmSng the review process of this application, City Staff realized that there are no standards
or regulations for these appliances in City Code. City Staffhas drafted an ordinance to establish
some basic regulations for thesd devices.

Assistant Community Development Director Frolik stated that in addition, there are a couple of
housecleaning items that are being corrected with this ordinance, both of which involve the R-1
Rural Developing bulk standards. She indicated that when the R-1 Rural Developing bulk
standards were amended to require lot clustering, the maximum number of driveways was
reduced from two to one per street frontage. She stated that this is logical for all lots created
under-the new standards, which would be similar in size to urban lots. However, existing larger,
rural lots should continue to be eligible for 1 driveway per street frontage.

Assistant Community Development Director Frolik advised that the second housecleaning item
also pertains to the R- 1 Rural Developing bulk standards. She indicated that earlier this year, the
R-I bulk standards were amended by Ordinance #05-12 to indicate that a zoning permit was
required fbr driveways. She stated that due to a computer glitch during that process, the R-1
Rural Developing bulk standards reverted back to the old standards for lot size, width, and
setbacks. She indicated that this ordinance will correct the lot size, width, and setbacks for the
R-I Rural Developing bulk standards.

Public Hearing

Chaiq)erson Nixt opened the public hearing at 8:45 p.m.

Motion by Chairperson Nixt, seconded by Commissioner Brauer to close the public hearing at
8:45 p.m.

Motion carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Shepherd, Van Scoy,
and Watson. Voting No: None. Absent: Commissioners Johnson and Levine.

Commission Business

C. hairperson Nixt asked if the language for exterior heating devices was modeled after other
cities.

Planning Commission/September 1, 2005

-33-
