City Administrator Norman indicated a site was designated next to the substation for a Fire <br />Station. He explained it is less desirable to build a house next to'a substation and it was thought <br />tl~at a fire station would be a good buffer. <br /> <br />X'he Council reviewed and discussed the sketch plan from GM Homes, including the following <br />i~;sues: accesses to the subdivision and the Fire Station, cul-de-sac, grade changes in the cul-de- <br />sac, and phasing. <br /> <br />The Council discussed the following issues associated with a land swap with GM Homes to <br />preserve a location for a future school: <br /> <br />The future population of Ramsey will require an additional school <br />Synergy with fields from the current elementary sChool: <br />County preference that schools not be located directly on a county road <br />A strong goal of the Council is to be certain there is land available for schools and <br />municipal sites <br />The proximity of the Fire Station to the school and buses would be acceptable <br />Additional parking-area for special events / possible 40 foot wide street with designated <br />parking on both sides <br />Sidewalks on both sides of the street in the area due to the higher density and the <br />likelihood of two schools within one mile in the future <br /> <br />City Administrator Norman advised the School District cannot propose a bond for new schools <br />t'or 15ye to six years. City staff has been working with individuals involved in school facilities <br />and with the Superintendent's Office, ,who indicate the planning for another school is needed. <br />'File School District is not able to hold land for a school, but the City Council is looking out for <br />the growth of the community. <br /> <br />Mayor Gamec arrived at 7:30 p.m. <br /> <br />Mayor Pro Tern Elvig stated he is cognizant they are not dealing with an overage of property for <br />this development to work, also taking into consideration the land swap, improvements, roads, <br />and sidewalks. He would support a PUD to keep the lots fairly small, which would allow more <br />land to work with. <br /> <br />Councilmember Cook suggested the City work towards acquiring first right of refusal on the four <br />lots on CR 5. <br /> <br />Councilmember Jeffrey requested information regarding the type of housing product planned for <br />the development. <br /> <br />Mr. Shellerud provided a description of two-story and modified two-story single family homes <br />with three car garages that will fit on 50 foot pads. <br /> <br />The co~sensus of the Council was to direct staff to begin negotiations of a land swap with GM <br />l [omes, with the developer to work on preparing preliminary plat based on the above discussion. <br /> <br />r ~o u[?c i lmember Jeffrey stressed the importance o f an additional access onto Alpine Drive. <br /> <br />City Council Work Session / September 20, 2005 <br /> Page 3 of 7 <br /> <br /> <br />
