He welcomes the Council to come out and <br />view his property, which includes one of the largest wetlands in the City, prior to making a <br />decision about this ordinance. <br /> <br />Motion carried. Absent: Councilmember Jeffrey. <br /> <br />Case #13: <br /> <br />Consider Ordinance to Amend Section 9.20.11 (R-1 Residential District) of <br />City Code; Case of City of Ramsey <br /> <br />Community Development Director Trudgeon reviewed that in July of.2005, Ordinance #05-12 <br />amended the R-i Bulk Standards. During that amendment process, the Rural Developing Bulk <br />Standards erroneously reverted back to the old standards with regard to lot size, lot width, and <br />setbacks. Staff has drafted an ordinance that will correct the lot size, lot width, and setbacks for <br />the R-1 Rural Developing bulk standards. Staff also noticed that when the R-1 Rural Developing <br />bulk standards were amended to require lot clustering, the maximum number of driveways was <br />~'educed ~'rom two to one per street frontage. This is logical for all lots created under the new <br />:;tandards, which would be similar in size to urban lots. However, most of the existing properties <br />in the Rural Developing district are at least an acre in size and thus, staff has also revised the <br />bulk standards to specify that clustered lots are limited to one driveway per street frontage but <br />that all existing (non-clustered) lots are limited to two driveways. He advised the Planning <br />Commission conducted a public hearing on September 1, 2005. There were no written or verbal <br />comments submitted at the hearing. The Council introduced the ordinance on September 13, <br />2005 and it is now eligible for adoption. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to adopt Ordinance #05- <br />24 amending City Code Section 9.20.11 (R-1 Residential District). <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Mayor Gamec: aye <br />Councilmember Cook: aye <br />Councilmember Elvig: aye <br />Councilmember Jeffi'ey: absent <br />Councihnember Olson: aye <br />Councilmember Pearson: aye <br />Councihnember Strommen: aye <br /> <br />Motion. cm'ried. <br /> <br />Councilrnember Elvig left the meeting at 8:27 p.m. <br /> <br />City Council / September 27, 2005 <br /> Page 19 of 25 <br /> <br />-71- <br /> <br /> <br />
