3. The City shall establish fees by ordinance. The developer shall be responsible for payment <br /> in an amount equal to the value of the required parking on a per-stall price basis for ramp <br /> parking through the PUMA.The City will determine the appropriate contribution. <br /> 4. Funds collected by the City shall be deposited in a special fund used only to acquire and/or <br /> develop off-street parking facilities for the COR. Financial responsibility shall cover the <br /> construction and continuing maintenance of the parking facility. <br /> 5. The parking facility may be constructed and maintained by the City or by a private <br /> management entity acceptable to the City. <br /> Private Streets <br /> Private streets may be allowed within residential subdivisions, subject to the standards in Section 117- <br /> 112 (e)3.b. of the Zoning Ordinance. <br /> Loading Area <br /> A. Loading areas and docks shall be located in the rear of the building. <br /> B.
