CASE #: <br /> <br />REQUEST FOR A VARIANCE FROM STREET FRONTAGE OR <br />LOT WIDTH REQUIREMENTS ON PIN 08-32-25-11-0008; <br /> CASE OF LARRY SKOGQUIST <br /> By: Anita Rasmussen, City Planner <br /> <br />Background: <br /> <br />Larry Skogquist is requesting a variance to the minimum street frontage requirement in order that a <br />dwelling may be constructed on a lot they own that is located on the south side of County Road//63 <br />and northeast of Dellwood Hills. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location <br />b) Site Plan <br />c) Proposed Findings of Facts <br />d) Proposed Variance <br /> <br />Notification: <br /> <br />State statute requires notification of the public hearing to property owners within 350 feet of the <br />Subject Property. <br /> <br />Observations: <br />As you may recall, the Board of Adjustment approved a variance from the minimum street frontage <br />and lot width on July 7, 1998 for this property. The applicant did not initiate the variance within <br />the one-year time frame, nor did they petition for an extension of time to complete the variance. <br />The applicant would like a re-issuance of the variance from the street frontage requirements. <br /> <br />The parcel is approximately 3 acres in size and is zoned R-1 Rural Residential. The surrounding <br />parcels are also zoned for single family residential dwellings. City Code does not permit the <br />development of a home on a lot that does not meet the minimum width requirements. City Code <br />defines width as the amount of property that abuts the public road. In the rural residential district, <br />the minimum lot width or street frontage requirement is 200 feet. The lot has no frontage on <br />County Road #63. The applicant also own's the adjacent lot to the west and is proposing to grant <br />an easement for access to County Road//63 from that lot to the subject landlocked parcel. <br /> <br />Recommendation: <br /> <br />City Staff recommends re-issuance of the variance from street frontage requirements contingent <br />upon the applicant entering into a variance agreement with the City. <br /> <br /> <br />
