('ity Administrator Norman indicated a site was designated next to the substation for a Fire <br />Station. 1 [e explained it is less desirable to build a house next to a substation and it was thought <br />that a fire station would be a good buffer. <br /> <br />Thc Council reviewed and discussed the sketch plan from GM Homes, including the following <br />issues: accesses to the subdivision and the Fire Station, cul-de-sac, grade changes in the cul-de- <br />sac, and phasing. <br /> <br />'l'hc Council discussed the following issues associated with a land swap with GM Homes to <br />preserve a location for a future school: <br /> <br />'l'hc future population of Ramsey will require an additional school <br />Synergy with fields from the current elementary school <br />('.ounty preference that schools not be located directly on a county road <br />A strong goal of the Council is to be certain there is land available for schools and <br />municipal sites <br />Thc proximity of the Fire Station to the school and buses would be acceptable <br />Additional parking area for special events / possible 40 foot wide street with designated <br />parking on both sides <br />Sidewalks on both sides of the street in the area due to the higher density and the <br />likelihood of two schools within one mile in the future <br /> <br />City Administrator Norman advised the School District cannot propose a bond for new schools <br />li)r live to six ycars. City staff has been working with individuals involved in school facilities <br />and with thc Superintendent's Office, who indicate the planning for another school is needed. <br />'l'hc School District is not able to hold land for a school, but the City Council is looking out for <br />thc growth of the community. <br /> <br />Mayor (;amcc arrived at 7:30 p.m. <br /> <br />Mayor l'ro Tern Elvig stated he is cognizant they are not dealing with an overage of property for <br />this development to work, also taking into consideration the land swap, improvements, roads, <br />and sidewalks. He would support a PUD to keep the lots fairly small, which would allow more <br />hind to work with. <br /> <br />(iouncilmember Cook suggested the City work towards acquiring first right of refusal on the four <br />lots on CR 5. <br /> <br />('ouncil membcr Jcffi'ey requested information regarding the type of housing product planned for <br />thc development. <br /> <br />Mi'.
