CC Regular Session 5. 7. <br /> Meeting Date: 05/24/2022 <br /> By: Katie Schmidt,Administrative Services <br /> Information <br /> Title: <br /> Authorization to Hire a Zoning Code Enforcement Officer Backfilling a Vacant Position <br /> Purpose/Background: <br /> The purpose of this case is to authorize hiring a Zoning Code Enforcement Officer in the Community Development <br /> Department. <br /> In February,the Zoning Code Enforcement Officer resigned,which created a vacancy in the Community <br /> Development Department. The primary objective of this position is to provide support duties to the Community <br /> Development department in the area of code enforcement. This position performs code enforcement inspections and <br /> follow-up on zoning and public nuisance related activities,but more importantly improves case management and <br /> conflict dispute resolution. Primary service goals include providing cost-effective means of enforcing city code as it <br /> relates to violations of the City's nuisance and zoning ordinances. This staffing is necessary in order to keep up with <br /> the current volume of workload generated by complaints within the system currently established by the City <br /> Council. <br /> Following the application period, staff conducted 16 first interviews and five second interviews. The interview <br /> panel included senior staff in Community Development. <br /> Based on a written practical exam and other qualifications, Mr. Craig Swalchick was selected as the top candidate. <br /> Staff advanced him to the background process which included the following pre-employment checks: professional <br /> reference check, employment verification, driving record check and a drug screen. Mr. Craig Swalchick has <br /> successfully passed the City's background process. <br /> Funding Source: <br /> The funding for back-filling this position is included in the 2022 budget. <br /> Recommendation: <br /> Staff recommends hiring Mr. Craig Swalchick as a Zoning Code Enforcement Officer, effective on or near June 23, <br /> 2022 at$36.186 per hour,which is Step 5 of the 2022 Zoning Code Enforcement Officer wage scale,with a credit <br /> of three(3)vacation days. <br /> Outcome/Action: <br /> Motion to hire Mr. Craig Swalchick as a Zoning Code Enforcement Officer, effective on or near June 23, 2022 at <br /> $36.186 per hour,which is Step 5 of the 2022 Zoning Code Enforcement Officer wage scale,with a credit of three <br /> (3)vacation days. <br /> Attachments <br /> Job Description <br /> Form Review <br /> Inbox Reviewed By Date <br />
