Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #22-117 RESOLUTION APPROVING PRE-AUTHORIZATION TO IMPORT, PLACE, AND COMPACT FILL AND RE-ESTABLISH TURF FOR OUTLOT B. AFFINITY AT THE COR WHEREAS, the City of Ramsey is the owner Outlot B, Affinity at the COR (the "Property") and is marketing the site for development; and WHEREAS, the Property needs fill in order to bring the site up to grade to increase marketability and improve conditions for the temporary use for Happy Days celebration; and WHEREAS, Clean fill occasionally becomes available on short notice when other projects in the city occur and it can be obtained at a discount based on reduced trucking costs and convenience for contractors; and WHEREAS, the city process to authorize expenditures to import, place and compact fill and to re-establish turf can take up to a month which prohibits the City from being able to purchase the fill on short notice; and WHEREAS, City staff has obtained estimates to import, place and compact fill and to reestablish turf on the Property (the "Project") and this could be accomplished for under $40,000; and WHEREAS, the Ramsey EDA met on May 12, 2022 and made a unanimous recommendation to have the City Council Pre-Authorize import, place and compact fill and to re-establish turf on the Property in an amount not to exceed $40,000. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the City of Ramsey authorizes Approving Pre-Authorization to Import, Place and Compact Fill and Re-establish Turf for Outlot B, Affinity at the COR in an amount not to exceed $40,000 as long as it does not negatively impact the use of the Property for Happy Days. 2) That the City of Ramsey authorizes the expenditures for the Project to be allocated to the EDA Fund balance or to be from TIF 14 if funds are available. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember ,and upon vote being taken thereon, the following voted in favor thereof:
