Meeting Date: 05/24/2022 Submitted For: Bruce Westby,Engineering/Public Works By: Bruce Westby,Engineering/Public Works Information Title: Adopt Resolution#22-115 Accepting Bids and Awarding Contract for Sunwood Drive and Waco Street Reconstructions, Improvement Project#22-01 Purpose/Background: Purpose: The purpose of this case is to adopt Resolution#22-115 accepting bids and awarding a contract for Sunwood Drive and Waco Street Reconstruction, Improvement Project#22-01. Background: City Improvement Project 22-01 proposes to reconstruct Sunwood Drive between Trunk Highway 47 and Waco Street, and Waco Street between Sunwood Drive and 150th Avenue. The streets total approximately 2,500 lineal feet(0.48 miles) in length, and are 44 feet wide as measured to the face of curb. Project History •2022—2031 Capital Improvement Program—listed as street reconstruction for 2022 •Resolution#21-194, adopted July 13, 2021; City Council ordered the City Engineer to request proposals for Topographic Survey, Geotechnical Evaluations and Utility Testing for 2022 Pavement Management Program prof ects. •Resolution#21-224, adopted August 10, 2021; City Council awarded a proposal to Hakanson Anderson for Topographic Survey, and Haugo Geotechnical Services for a geotechnical report of the project area. •Resolution#21-240, adopted August 24, 2021; City Council awarded a proposal to Hydro-Klean,LLC for cleaning and televising the sanitary sewer and storm sewer, and Water Conservation Services, Inc. for watermain leak testing of the project area. •October 19, 2021; Public Works Committee gave City Staff direction to review the option of reducing the width of Waco Street within the project area from 46 feet to 34 feet as measured from the back of curb. •Resolution#21-299, adopted October 26, 2021; City Council ordered the City Engineer to prepare plans and specifications for the improvement project. •Resolution#21-345, adopted December 14,2021; City Council approved reconstruction Waco Street to the existing pavement width as part of the improvement project. Staff review had found the estimated life cycle cost savings to have a significant shortfall to the initial costs. •March 15, 2022; Public Works Committee gave recommendation for City Council approving plans and specifications and authorizing advertisement for bids for Sunwood Drive and Waco Street Reconstruction, Improvement Project#22-01. •Resolution#22-073, adopted March 22,2022; City Council approved plans and specifications and authorized advertisement for bids for Sunwood and Waco Street Reconstruction, Improvement Project#22-01. •May 19,2022; Staff publicly opened bid proposals. Pavement History Sunwood Drive and Waco Street were constructed in 1985 and 1992 respectively. Pavement maintenance has included crack seal/seal coat improvements in 1992 (Sunwood Drive only), 2006, and 2013. Maintenance crews have performed patching over the last several years, including extensive spray patching.No pavement overlay improvements have been performed on these street segments. 2021 PASER values were 3 for Sunwood Drive and
