Anoka County Contract No. C0009001 JOINT POWERS AGREEMENT FOR THE CONSTRUCTION OF ROUNDABOUT AT THE INTERSECTION OF COUNTY STATE AID HIGHWAY 83 AND ALPINE DRIVE IN THE CITY OF RAMSEY, MN County Project SP 002-683-006 and City Project SAP 199-112-009, IP 23-03 THIS AGREEMENT is made by the parties on the last date executed below, by and between the County of Anoka, a political subdivision of the State of Minnesota,2100 Third Avenue,Anoka,Minnesota 55303, hereinafter referred to as "County", and the City of Ramsey, 7550 Sunwood Dr NW, Ramsey, MN 55303, hereinafter referred to as "City". WITNES SETH WHEREAS, the parties to this agreement agree it is in the best interest of the traveling public to reconstruct County State Aid Highway 83 (Armstrong Blvd NW) between 600 feet south of Alpine Dr and 600 feet north of Alpine Dr, and Alpine Dr NW between 500 feet west of County State Aid Highway 83 and 500 feet east of County State Aid Highway 83 (hereinafter"the Project"); and, WHEREAS,the County has prepared preliminary design plans for the reconstruction of the Proj ect in accordance with City, Anoka County and the Minnesota Department of Transportation standards to a staff approved layout condition; and, WHEREAS, the County has jurisdiction over County State Aid Highway 83 (Armstrong Blvd NW); and, WHEREAS, the City has jurisdiction over Alpine Drive; and, WHEREAS, the parties agree that it is in their best interest that the cost of said project be shared; and, WHEREAS, Minn. Stat. § 471.59 authorizes political subdivisions of the state to enter into joint powers agreements for the joint exercise of powers common to each. NOW, THEREFORE, IT IS MUTUALLY STIPULATED AND AGREED: I. PURPOSE The parties have joined together for the purpose of constructing the roundabout, and reconstructing the roadway, drainage system, trail, as well as other utilities on County State Aid Highway 83 (Armstrong Blvd NW) between 600 feet south of Alpine Dr and 600 feet north of Alpine Dr., and Alpine Dr. NW between 500 feet west of County State Aid Highway 83 and 500 feet east of County State Aid Highway 83; as described in the preliminary design plans. Said engineering plans are filed in the office of the Anoka County Highway Department and incorporated herein by reference. The parties to this Joint Powers Agreement (JPA) agree in principle that construction of the Project is in the best interest of the traveling public and that the Preliminary Layout as shown in Exhibit "A" defines the preliminary design of the Project. 1
