CASE #

CONSIDER STORM SEWER IMPROVEMENTS AT 168TFI AND TH 47
By: Leonard Linton, Civil Engineer II

Background:

Staff received a call fi'om a resident after the recent heavy rains regarding the level of
water in the adjacent pond. Staff visited the site and found that the water level in the'
pond was elevated. The site is north of 168th Avenue and west of TH 47. There is a
drainage route out of the pond, it includes the ditches along 168th Avenue, a culvert under
TYI 47 and ponds, swales and a pipe across the Rum River Hills Golf Course. The pipe
m~der 168tI' Avenue was not draining so the water was pumped over 168th. The system
downstream across the golf course was flowing; however it drained slowly. The water
flows into the Rum River on the east side of the golf course: The size of the pipe was
checked after the water level was lowered. The pipe may be too small for the area
draining to it.

A drainage study should be performed to verify the size of pipe required for this area.
Thc analysis can be performed by city staff. The pipe is on the golf course; however,
water from the city storm sewer system passes through it so participation by the city is
wan-anted. If replacement of the pipe is justified it must be coordinated with the off-
season of the golf course. The optimal time for replacement of the pipe may be after the
ground fi-eezes to prevent damage to the turf surface.

Recommendation:

Sta~'f recommends performing the drainage study to analyze this area and provide a
~'e~zommendation for improving the performance oft he drainage system. An agreement
wou Id be drafted with the golf course to divide-the costs of the improvements and
provide access to the site to perform the work. The project would be brought back to the
(iity Council for authorization of the solicitation of bids and construction of the i~
improvements.

Action:

Motion to recommend city council authorize the drainage study for the area around 168th
~md TH 47.

Reviewed By:
Assistant Director of Public Works/Principal City Engineer
