Absent: Councilmembers Jeffrey and Olson. <br /> <br />Case #4: Request for Comprehensive Plan Amendment; Case of Larry Smith <br /> <br />Community Development Director Trudgeon stated Larry Smith has applied for a <br />c~mprchcnsivc plan amendment to change the land use of his property from Places to Work to <br />l>iaces to Shop. The amendment to the Comprehensive Plan would allow the applicant to <br />rcdcveI~p the property with commercial uses. The property is located in the northeast quadrant <br />el' Bunker Lake Boulevard NW and Ramsey Boulevard NW. Historically, the property has been <br />z{mcd for industrial uses. Mr. Smith currently resides on the property and the residential use of <br />the site is considered lawful non-conforming. The subject property is bounded on the north and <br />east by a single parcel that is zoned E-1 Employment. This property was recently approved for <br />d:~'vclopment with self-service mini-storage units, which has not been initiated. The property to <br />the east is zoned R-1 Residential. The property on the west side of Ramsey Boulevard is zoned <br />Il-2 Medium Density Residential. The property on the south side of Bunker Lake Boulevard is <br />zoned 1';-2 Employment and is occupied by Connexus. The property and the surrounding parcels <br />a~'c all within thc Metropolitan Urban Service Area. <br /> <br />Mr. Trudgcon indicated the property owner has stated that Places to Shop is more compatible <br />with the area and would compliment the residential developments as well as Town Center to the <br />stmth. The property owner could approach the City during the public process for the current <br />('omprehensive Plan Amendment underway, but has chosen to expedite matters and file the <br />application. There is not a site plan application in conjunction with the requested land use <br />ci~mgc. Mr. Smith is interested in finding out if the City will approve a land use change prior to <br />marketing the property. He advised the Planning Commission conducted a public hearing on <br />October 6, 2005 and there were no written or verbal comments submitted relating to the <br />pt'oposcd land use change. The Planning Commission agrees that Places to Shop is more <br />compatible with the uses in the vicinity and has recommended that City Council approve the land <br />usc change. <br /> <br />Motion by Councihnember Elvig, seconded by Councilmember Cook, to adopt Resolution #05- <br />10~308 approving the request and authorizing City Staff to submit the Comprehensive Plan <br />Amendment to Metropolitan Council for review and approval. <br /> <br />Motion carried.
