<br />Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #22-120 <br /> <br />RESOLUTION APPROVING JOINT POWERS AGREEMENT WITH ANOKA COUNTY <br />FOR ROUNDABOUT IMPROVEMENTS AT ALPINE DRIVE AND ARMSTRONG <br />BOULEVARD/COUNTY STATE AID HIGHWAY 83 <br /> <br />WHEREAS, the City of Ramsey and Anoka County desire to work cooperatively to <br />improve traffic and pedestrian safety at the intersection of Alpine Drive and Armstrong <br />Boulevard/County State Aid Highway (CSAH) 83; and <br /> <br />WHEREAS, Anoka County received grant funds in the amount of $1,350,000 through the <br />Highway Safety Improvement Program for construction of a single-lane roundabout at said <br />intersection in 2023 to improve safety; and <br /> <br />WHEREAS, Anoka County has prepared preliminary design plans for the proposed <br />roundabout improvements in accordance with City, Anoka County, and Minnesota Department of <br />Transportation standards to a staff approved layout condition; and <br /> <br />WHEREAS, Anoka County has jurisdiction over Armstrong Boulevard/CSAH 83; and <br /> <br />WHEREAS, the City has jurisdiction over Alpine Drive; and <br /> <br />WHEREAS, the parties agree that it is in their best interest that the cost of said project be <br />shared; and <br /> <br />WHEREAS, Minn. Stat. § 471.59 authorizes political subdivisions of the state to enter <br />into joint powers agreements for the joint exercise of powers common to each; and <br /> <br />WHEREAS, Anoka County requests that the City of Ramsey enter into a Joint Powers <br />Agreement to define the respective costs and responsibilities of both parties for the proposed <br />improvements. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> <br />1) That the City of Ramsey desires to work cooperatively with Anoka County to improve <br />traffic and pedestrian safety at the intersection of Alpine Drive and Armstrong <br />Boulevard/County State Aid Highway 83. <br /> <br />2) That the Mayor, Interim City Administrator, City Engineer and City Attorney are hereby <br />directed to execute the Joint Powers Agreement for the proposed roundabout improvements <br />at the intersection of Alpine Drive and Armstrong Boulevard/County State Aid Highway <br />83. <br /> <br /> <br /> <br /> <br />
