CC Work Session 2. 5. <br /> Meeting Date: 06/14/2022 <br /> Information <br /> Title: <br /> Consider Purchase of a Portion of Outlot B, Elmcrest Sanctuary,Anoka County, Minnesota(this portion of the <br /> meeting may be closed to the public per MS 13D.05 Subd. 3 (c) (3) <br /> Purpose/Background: <br /> At a closed session of the Council Work Session on March 22, 2022,the City Council considered an offer to <br /> purchase real property from Blackjack Farms, LLC consisting of a portion of Outlot A &B of the Elmcrest <br /> Sanctuary,Anoka County, Minnesota. The Council provided additional direction to the negotiating team of City <br /> Attorney Knaak, Council Member Heineman, Deputy City Administrator/CDD Brian Hagen, and City <br /> Administrator Kurt Ulrich. The team met with the property owner(and his attorney). The negotiations have reached <br /> a result where full City Council consideration is desired. This discussion is recommended to be closed to the public <br /> per MS 13D.05 Subd. 3.(c)(3)in order to develop or consider offers or counteroffers for the purchase or sale of real <br /> or personal property. <br /> If the meeting does go into closed session the following parcels must be identified for the record by Legal <br /> Description and Property Tax ID Number: <br /> Outlot B, Elmcrest Sanctuary-Property Tax ID 4 11-32-25-34-0012 <br /> Outlot A, Elmcrest Sanctuary -Property Tax ID 4 11-32-25-34-0011 <br /> The attached Offer to Sell Property with Acceptance by Blackjack Farms, LLC has an asking price of$129,373.20 <br /> ($1.80/SF)for 1.65 acres (71,874 SF) of a portion of Outlot A, Elmcrest Sanctuary. Staff research has found that the <br /> legal description should be described as a portion of Outlot B, Elmcrest Sanctuary as noted in this case. Based on <br /> the original offer,the City Engineering department prepared a Proposed Property Boundary Owner Offer Exhibit <br /> that generally depicts the land being offered for sale by Blackjack Farms, LLC(See attached). <br /> Timeframe: <br /> Funding Source: <br /> Responsible Party(ies): <br /> Outcome: <br /> Based upon discussion. <br /> r- <br /> Attachments <br /> Minn.
