City Administrator Norman advised as the Ckpj grows the Council will need to assume more of a
policy role.

(ounci]member Elvig commented that the City is currently run similar to an enterprise. The
biggest advantage he sees in a City Manager form of government versus a City Administrator
rearm of government comes down to the employment .issue.

The consensus of the Council was to include the topic of the City Manager form of government
as part of the discussion with the organizational study and to direCt staff to schedule Kevin
Frazel] for a meeting with the Council after the results of the organizational study are complete.

Councilmember Elvig suggested there be consideration of a policy relating to Council
appointments in the case of a Council vacancy, rather than the current requirement of a special
election.

The consensus of the Council was to forward the topic of Council appointments to the Charter
Commission for discussion.

Assistant City Administrator Nelson informed the CoUncil there will be Board and Commission
vacancies coming before the Council in the.near future.

2) Newsletter Image Redesign

Assistant City Administrator Nelson reviewed that staff has been working on redesigning the
content and image of the City newsletter, the Ramsey Resident. In the most recent edition of the
Ramsey Resident, a survey was included that provided residents an opportunity to submit
fkedback regarding the newsletter. The survey.., was also made available on-line via the City's
website.

'J'he Council reviewed and discussed the newsletter survey.

Assistant City Administrator Nelson stated staff has also been vcorking with a local graphic
designer, Audra Leonard, to redesign the masthead and layout of the newsletter. She pro¥ided
the Council with an example of the proposed redesign.

Thc Council discussed the proposed redesign of the masthead and layout of the newsletter.

The consensus of the Council was that the current logo should remain on the newsletter, rather
~han the option presented, to reduce the size of the block section on the second page of the
~tewsletter, to include a development update, and to include profiles of key staff members.

Assistant City Administrator Nelson indicated at this time the City only publishes the contact
lelephone number provided by the Councilmembers.

'l~he Council discussed whether email addresses should be published for the Councilmembers.

City Council Work Session / October 4, 2005
Page 3 of 6

-13-
